From Edward Harada, Chief Engineer, dated April 23,
1973, submitting for adoption Resolution 59
approving, adopting and ratifying the Final Report
of Plans, Details and Specifications for the
subject improvement district project, and authorizing
his department to call for bids on the basis thereof.
The suggested bid opening date is June 7, 1973 :

EO 1190 and return to the State of Hawaii . Informs
that the old storage building was disposed of by
sealed bids and the concrete foundation was removed
and ground leveled :

No . 230: ABANDONMENT RESOLUTION AND QUITCLAIM DEED FOR A
PORTION OF POHAKEA HOMESTEAD ROAD

abandon the road remnant and authorization for
execution of the quitclaim deed by the Mayor. The
documents have been reviewed and approved by the
Corporation Counsel's Office :

/No . 241: GOVERNMENTAL PROGRAM OF SPAYING AND NEUTERING
DOGS AND CATS

April 12, 1973 , submitting a copy of an excerpt
from the Congressional Record that Mrs. Austen
has asked be referred to the Council for their
information.
Informs that Mrs. Austen strongly advocates a
governmental program of spaying and neutering
dogs and cats as an alternative to increasing
costs and cruelty of other animal control programs:

PUUKAPU WATERSHED PROJECT

1973, requesting authorization to sign the acceptance
of the Soil Conservation Service proposal of March 15,
1973, and to have the County Clerk attest to this
authorization:

No . 243 : IMPROVEMENT DISTRICT-ROAD BACK OF HILO MOTORS
(Rec . 2/PWC-$5 )
From dward Harada, Chief Engineer, dated April 11,
1973, informing that as requested by the Council a
poll was conducted on October 6, 1972, of the
property owners as to whether they would like to
initiate an improvement district for the subject road .
Only four out of the fourteen property owners
returned the forms . A follow-up request was made to
the remaining property owners on January 1$, 1973 ,
with one owner responding for an improvement district .
To this date, the remaining nine property owners have
not responded to their poll request .

No. 243 Due to the lack of interest by the remaining
(cont . ) property owners, recommends that the improvement
district proposed for the subject road be dropped
and this file be closed :

information regarding new sidewalk construction to
allow easy access for people in wheel chairs:

IMPROVEMENT DISTRICT NO. 7 - KIMO PLACE ROAD
From Stanley A. Nakamae, Director of Finance, dated
April 23, 1973, informing that they have sufficient
funds to redeem bonds for the above improvement
districts. Submits Resolution 60 to authorize the
Director of Finance to call for payment of the bonds,
in accordance with Section 5.5 of Ordinance 350:

No . 270: PAHOA HIGH SCHOOL PLAYGROUND
From Harry C . Chuck, District Superintendent, Hawaii
District, Department of Education, dated April 23 ,
1973, requesting the County to make the necessary
improvement to the Pahoa High School playground in
order to afford the youngsters a more adequate base-
ball diamond for the Little League . Assures that
should the County improve the play area, they will
assume the responsibility of maintaining it :
