The following are the recommendations of'the Public Works
Committee which were considered at its meeting of June 4, 1973:
COMMUNICATIONS
No. 195: STREET LIGHTS - WAILUKU DRIVE
From Paul A. Goo, President, Piihonua Houselots Kumiai,
dated March 12, 1973, requesting the Council to.
appropriate funds in the next budget for the instal-
lation of street lights along Wailuku Drive and,
Waianuenue Avenue and the connecting roads.
, cr _195.l: From Edward Harada, Chief Engineer, dated May 9, 1973,
informing that the estimated cost to install eight
street lights as requested with overhead wiring and
wood poles is $4,100. However, this installation will
not meet the standards set for new subdivisions and
informs that the total cost to provide standard light-
ing along Waianuenue Ave. and Wailuku Drive between
Waiau Street and Peepee Street (including all cross
streets) is $24,000.
Refer to the 1973-1974 CIP
budget for consideration.
No. 223.1: STREET LIGHT REQUESTS - KAMUELA (C-223/PWC-9)
From Edward Harada, Chief Engineer, dated May 7, 1973 ,
informing that this request was previously received
and looked into by the Traffic Division. Submits
their response letter to Mrs. Cook and informs that
further action will be taken after the Hawaiian Homes
Commission adopts the necessary amendments.

RESOLUTIONS 104 AND 105
From Ina Akana, Secretary, Republican County Committee,
dated May 3, 1973, transmitting copies of their Reso-
lutions 104, 105, 106, and 109.
Resolution 104 requesting that the current laws
preventing an owner builder from building, plumbing,
and electrically wiring his dwelling be revoked:
Receive and file, and inform writer
that Chapter 448E, Hawaii Revised
Statutes preempts the County in this
area.
Resolution 105 that the County relinquish all portions
of the Belt Highway to the State in order that the
State may proceed with all possible haste to provide
an adequate major highway circling the island;
Receive and file. Inform writer of
the County' s concern of the Belt
Highway and feels that priority of
this road will be higher under the
County' s jurisdiction and assure
them that the County will lobby for
State aid to make the necessary
improvements.

KONA INDUSTRIAL SUBDIVISION - UNIT I
From Clifford H. F. Lum, Corporation Counsel, dated
May 4, 1973, submitting for acceptance the dedication
deed for the above subdivision. Attaches for infor-
mation a memo from the Public Works Department
regarding the roadway.
Accept the dedication deed.
4, 6 _ No. 294: DEDICATION DEED
KULA KEAAU SUBDIVISION
From Clifford H. F. Lum, Corporation Counsel, dated
May 4, 1973, submitting for acceptance the dedication
deed for the above subdivision. Attaches for
information correspondence regarding the roadway
and the water system.
Accept the dedication deed.

d- No. 296: EFFORTS TO REDUCE STRINGENT WATER POLLUTION
STANDARDS FOR HAWAII (PUBLIC LAW 92-500)
From Mayor Shunichi Kimura dated May 9, 1973,
recommending that the assistance of the Hawaii
Congressional delegation be enlisted to amend the
Federal statute on the term "secondary treatment" or
to urge the Administrator of the Environmental
Protection Agency to accept such alternative plans
when they are capable of achieving the level of
clean water that does not harm the environment and
particularly when that plan is less costly than the
standard secondary treatment. Also recommends that
the Hawaii State Association of Counties be approached
in an effort toward getting changes made that will
benefit the State of Hawaii and the Counties.

C- No. 298: RUBBISH DUMP - KAILUA-KONA
From Robert C. Koeber dated May 10, 1973 , asking
that something be done to control the constant
burning at the rubbish dump in Kailua-Kona.
Thank writer for his concern and
request the Chief Engineer to inform
Mr. Koeber about the County' s plans
for handling solid waste in that area.
Ace- C- -No. 308: IMPROVEMENT DISTRICT NO. 6 - HOONANEA STREET
From Stanley A. Nakamae, Director of Finance, dated
May 18, 1973, informing that they have sufficient
funds to redeem Bond Nos. 16 to 20, inclusive, and
submits Resolution 66 to authorize the Director of
Finance to call for payment of these bonds in
accordance with Section 5. 5 of Ordinance No. 350.
Approve and recommend adoption
of Resolution 66.
