HomeMy WebLinkAboutREP PWC 015 08/08/1973 1972-1976 PUBLIC WORKS COMMITTEE REPORT NO. 15 Hawaii County Council Hilo,Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of August 8, 1973 : COMMUNICATIONS Qu.e_ No. 15.4: KAUILA STREET IMPROVEMENT DISTRICT From Kathryn Beveridge dated July 10, 1973, stating that the Kauila Street sewer system project is unnecessary, unfair, and that it is class legislation, designed to benefit apart- ment owners. Feels that an equitable method would be to assess those who want the installa- tion and have expressed a desire for it. Refer to the Chief Engineer for reply to Miss Beveridge. 4a. d - No. 54.6 : WILDER ROAD IMPROVEMENT DISTRICT From Edward Harada, Chief Engineer, dated August 3, 1973, informing of bid results for Improvement District No. 15 , and submits for consideration and approval final assessment roll based on revised estimated cost of improvement and petitioners ' consent and request to decrease and increase individual assessments . Requests approval of (1) a resolution to correct inadvertent omissions ; (2) a resolution conditionally accepting the bid; (3) amended Assessment Report and Final Assessment Roll; (4) an Ordinance Bill assessing benefited properties ; and (5) a resolution providing for right-of-way acquisition. Approve and recommends : (1) adoption of Resolution 103 amending Resolution 54 (1973) to correct inadvertent omissions therefrom; Report No. ADOPTED: August 15, 1973 File No. PLOD' M. B. No. Date: .. 'No. 179. 1: STREET LIGHT REQUEST (C-179/PWC-6) From Edward Harada, Chief Engineer, dated July 25, 19731 informing that Pole No. 12 on Kamani Street has been included onto their street light priority list and will be installed during this fiscal year. Receive and file. 411 PWC-15 - 3 - August 8, 1973 No. 316 : LAUPAHOEHOE VALLEY ACCESS ROAD From Fred Toledo, President, North Hilo Community Council, dated May 24, 1973, informing that at their general membership meeting of May 6, 1973, they went on record recommending that the Old Mamalahoa Highway leading to Laupahoehoe Point from the Laupahoehoe side of the Point be closed permanently from the site of the former rubbish dump to the Japanese Church and a new and safe access to the Point be constructed. 316.1: From Chief Engineer Edward Harada dated August 6, 1973, transmitting a copy of the soil consultant's report certifying that the road can be safely repaired and put back into service. Low bid of $33,400 was submitted to accomplish the repair work which will be funded by the Federal Govern- ment under the County's emergency declaration. Informs construction of a new route as suggested by the North Hilo Community Council would cost in the neighborhood of $2.5 - $3.0 million. Receive and file and transmit a copy of the Chief Engineer's letter to the North Hilo Community Council. No. 349 : PLANTS AND PLANTERS ON GOVERNMENT RIGHT-OF-WAY From Jerry Rothstein, Kau Kau Place, dated June 21, 1973, requesting authorization to retain the plants and planters on the sidewalk in front of his restaurant at the corner of Kilauea and Ponahawai Streets . 349. 1: From Walter and Lillian Kemph dated July 2,1973, asking the Council to allow Jerry Rothstein to keep the potted plants at the Kau Kau Place. 349. 2 : From Edward Harada, Chief Engineer, dated July 10, 1973, recommending that permission for the Kau Kau Place to display the greenery adjacent to the building within the government right-of-way be granted on a revocable basis with the conditions as listed. Accept the recommendation of the Chief Engineer and grant 111 PWC-15 - 4 - August 8, 1973 permission to Kau Kau Place on a revocable basis subject to the conditions as contained in Communication 349. 2. No. 373 : GOLF COURSE ORDINANCE ('Rec. 2/PWC-62) From Clifford H. F. Lum, Corporation Counsel, dated July 11, 1973, informing that Kamehameha Development Company has placed signs at their own expense with the approval of the Traffic Safety Division. No amendment to the Golf Course Ordinance (394) is necessary at this time. Receive and file. S„6_ No. 385 : LEASE FOR CONSTRUCTION AND OPERATION OF A RADIO COMMUNICATIONS STATION AT KAHUKU RANCH, KAU From Stephen G. Bess, Deputy Corporation Counsel, dated July 17, 1973, transmitting for approval and acceptance a lease between the Trustees under the Will and of the Estate of Samuel M. Damon, Deceased, Lessor, and the County of Hawaii, Lessee, for the purpose of constructing and operating a radio communications station at Kahuku Ranch, Kau. Approve and accept the lease. 4,, e - No. 392 : RECONVEYANCE OF TANK SITE AND ROAD RIGHT-OF-WAY From Clifford H. F. Lum, Corporation Counsel, dated July 25, 1973, informing that the tank site and road right-of-way are no longer needed for the County's water system in Kona and submits for adoption Resolution 95 authorizing the reconveyance of same to Bishop Estate and execution of the deed by Mayor Kimura. Approve and recommend adoption of Resolution 95. 411 PWC-15 - 5 - August 8, 1973 �No. 397 : STREET LIGHT REQUESTS - KAU (C-2187/PWC-92) From Edward Harada, Chief Engineer, dated July 26, 1973, concurring as to the need for the street lights along Route 11 in residential and/or business areas and have included the list onto their priority list. Feels that the majority of the lights can be installed during this fiscal year. Receive and file. C - No. 398 : REQUEST FOR DRIVEWAY VARIANCE - WESTERN STORES From Edward Harada, Chief Engineer, dated July 30, 1973, submitting for adoption Resolution 97 to grant a driveway variance to Western Auto Supply Company. Informs that the Planning Department has recommended approval. Approve and recommend adoption of Resolution 97. 4, 6 , No. 402: COUNTY GARAGE & WAREHOUSE SITE - WAIMEA From Chief Engineer Edward Harada dated August 6, 1973, submitting for adoption Resolution 102 to cancel Executive Order 265 and return the County garage and warehouse site to the State of Hawaii. Upon cancellation of the Executive Order the site will be set aside for the Department of Water Supply's baseyard. Approve and recommend adoption of Resolution 102. RESOLUTION No. 101: FEASIBILITY STUDY - BICYCLE PATHS Resolution requesting the Department of Public Works to conduct a feasibility study for the implementation of safe bicycle paths of the following types : (1) bicycle paths within city limits and near schools ; (2) bicycle paths from hotels to scenic and historical sites ; and (3) a bicycle path around the island.
