dated August 10, 1973, to Miss Kathryn Beveridge
explaining the improvement district procedure.

August 20, 1973, transmitting a resolution authorizing
the sale of improvement district bonds and fixing
the form and content of such bonds.
Approve and recommend adoption
of Resolution 109.
,, e - No. 211: PROPOSED SECOND HIGH SCHOOL - STREET LIGHTS AND
BICYCLE PATH (Pet. 2)
From Chief Engineer Edward Harada dated March 19,
1973, transmitting copy of a letter from the Depart-
ment of Education in reply to a request for street
lights and bicycle path along Kawili Street. The
Department informs that they are in the process of
engaging a consultant for the planning of the second
high school and will have the planning coordinated
with the: County agencies.

From Fred Toledo, President of the North Hilo
Community Council, dated August 9. 1973, requesting
information to original request of May 24, explana-
tion on the retaining wall, and why isn't the
Mamalahoa Highway leading to Laupahoehoe Point on
the Hilo side open to vehicular traffic since it
has been cleared of landslides.
Refer to the Chief Engineer
for an appropriate reply to
Mr. Fred Toledo on Items 2 and
3. The Council has replied on
Item I (PWC-15/Comm. 316.1) .

of Professional Engineers, dated June 7. 1973,
submitting for consideration and action the
recommendations of their Earthquake Research
Committee.

the Earthquake Research Committee, also copy of
report from John Nosse, Research Engineer of the
International Conference of Building Officials.

'No. 367: IMPROVEMENT DISTRICT PROPOSAL - KEOKEA LOOP ROAD
From Selwyn P. Jenkins, President, Park Avenue of
the Pacific, dated July 7. 1973, informing of their
plans to develop a 67-unit condominium apartment
project on two contiguous parcels of land situated
at Keokea Loop Road. They have been advised that
as a condition to issuance of a building permit
they would be required to do the following:
1. Surface the entire width of Keokea Loop Road
in front of the project site.
2. Provide sidewalk, curb and gutter on the project
side of the road in front of the project.
3. Increase the width of the macadam surface now
on Keokea Loop Road between the project site and
Kalanianaole Street from its present 18-foot
width to a total of 20 feet.
4. Construct a sewer line in Keokea Loop Road from
Kalanianaole Street to the project site.
Proposes an improvement district to accomplish the
first three requirements and offers to pay, in
addition to its pro rata portion of the improvement
district costs, the entire cost of extending the
sewer line from Kalanianaole Street to the project
site.
If it is not practical to improve the area on an
improvement district basis at the present time,
suggests that any improvements be deferred until
such time as the entire project can be undertaken.
In the meantime, as a condition to issuance of a
building permit, they will install the sewer
extension from Kalanianaole Street to the project
site.
,Sacl- 367.1: From Edward Harada, Chief Engineer, dated July 260
1973, informing that the Planning Department's
recommendation is :
1. The conditions set forth in the preliminary
plan approval (items 1 to 4 above) must be
complied with; or
2. Improvement District agreement must be
finalized.
Also informs that their department is not adverse
to the improvement district concept for the road

improvement to Kalanianaole Street; however, this
should be a petition initiated improvement district.
The County Council in its review of the petition
can deliberate and determine the County's partici-
pation depending on available funds. The recent
large subdivision developments using the improvement
district vehicles are on the basis of 100 percent
cost of development by the petitioners.
Accept the recommendation of
the Chief Engineer and that all
conditions that are stipulated
be met. Further that the petition
be initiated by the developer and
that the cost be borne 100% by
the petitioner.
6 - No. 408: KOMOHANA GARDENS , UNIT 2 - DEDICATION DEED
From Assistant Corporation Counsel Haruo Oda dated
August 6. 19730 submitting for approval and acceptance
dedication deed for roadways and water system in
Unit III Increments A and B, Komohana Gardens Sub-
division.
Accept the dedication deed.
RECOMMENDATION
PROPERTY ADJACENT TO LILIUOKALANI PARK
Request the administration stop construction on the
property near Coconut Island and adjacent to Liliuokalani
Park pending the decision of the Board of Land and
Natural Resources on Hawaii County Resolution No. 98.
