The following are the recommendations of the Public Works
Committee which were considered at its meeting of September 6, 1973:
COMMUNICATIONS
tG No. 54. 7: IMPROVEMENT DISTRICT NO. 15
(Res. 118) WILDER ROAD IMPROVEMENTS
From Stanley A. Nakamae, erector of Finance, dated
August 31, 1973, submitting for adoption a resolution l
authorizing the issuance and sale of $1,245,000 par
value improvement district bonds for ID 15 and providing
for receipt of tenders on 10:00 a.m. on October 5, 1973.
Approve and recommend adoption of
Resolution 118.
�,C_ No. 206. 1: DOG POUND OPERATIONS
From Council Cha'irman Yamada dated August 24, 1973,
submitting request of Mrs. M. Austen to cancel the
contract for the dog pound operations with the Hawaii
Humane Society because it would be costly to the
taxpayers, and that there is a bill before Congress
(Bill 6920) which would provide federal monies to the
counties for a municipal dog pound to take care of
the animal control problem.
Request the administration to:
(1) Inform Mrs. Austen of the
provisions of the present contract
with the Hawaii Island Humane
Society; and (2) Look into
Congressional Bill 6920 for
possible Federal funds for a
municipal dog pound.

No. 420: CONCERNS - DOROTHEA CARVALHO
From Dorothea Carea"Mo—commenting on the following:
(1) Horrendous eyesore of a dump along the
Kapbho-Kalapana Beach road; and
(2) Ruthless destruction of the 100 year old
mango trees and the cathedral-like atmosphere
they invoked.

reply to Mrs. Carvalho.
d, - No. 421: COMMENTS - NOBORU KUBOJIRI
From Council Chairman amada dated August 24, 1973,
submitting the following comments of Noboru Kubojiri:
(3) Regarding the recent water shortage in the
Volcano, County should consider using the Puna
Sugar Company' s water source in the Volcano
area so that it would be less of a burden to
the County in the future should more people
come into that area.
Refer to the Department of Water
Supply for their consideration.
(4) Regarding the Glenwood Homestead Road,
requested that the Council improve the road.
Inform Mr. Kubojiri that funds
have been appropriated for the
improvement of the road.
No. 424: RUBBISH PROBLEM - PAHOA
From Council Chairman amada dated August 24, 1973,
transmitting the request of the Pahoa Nikkeijin Kai
for the Council to assist in alleviating the rubbish
problem in Pahoa.
Receive and file; and refer to
the administration for a reply to
Mr. Toma on the County' s plan
for handling solid waste in the area.
&,-,,No. 425: REPAIR KAPOHO TO HONOLULU LANDING ROAD
From Council CRairman Ya—mada dated August 24, 1973,
transmitting the request of Daniel Hata to repair
the Kapo' ho to Honolulu Landing Road on the portion
from the intersection to the lighthouse going past
the last lava flow, a distance of about half a mile.
