e - No. 296.$: PUBLIC LAW 92-500 - SECONDARY TREATMENT PLANT
From U. S. Representative Patsy T. Mink, transmitting
a letter from Robert L. Sansom, Assistant Adminis-
trator for Air and Water Programs, U. S. Environmental
Protection Agency, responding to Mrs. Mink's draft
legislative bill to establish a Water Quality Control
Study Commission to determine whether secondary
treatment of pollutants is' desirable with respect to
discharges of pollutants in certain ocean areas:
Transmit a letter of thanks to
Mrs. Mink for her efforts and
inform her that the Council ..
supports her legislative bill to
establish a Water Quality Control
Study Commission.

comments on Mr. Noboru Kubojiri' s statement
regarding use of Puna Sugar Company' s water source
in the Volcano area:

No. 468: REMOVAL OF GATE - AINALAKO, WAIAKEA UKA
From Paul M. Hirota, dated September 16, 1973,
petitioning for the removal of the gate located at
Ainalako, Waiakea Uka, as supported by information
stated in his letter:
468. 1: From Edward Harada, Chief Engineer, dated September 24,
1973 , informing that the subject gate was approved by
the County Board of Supervisors in 1967, at the request
of Mr. H.M. Spivey. The approval was based on the
consideration that no one resided beyond the location
of the proposed gate:
Recommends that Mr. Hirota' s request be approved as it
is evident that new developments have occurred mauka
of the gate which necessitates the withdrawal of the
original permit.
Rescind previous authorization
granted by the Board of Supervisors
and accept recommendation of the
Chief Engineer that Mr. Hirota' s
request be approved.

adopted to bring capital improvements for consideration

From Edward Harada, Chief Engineer, dated September 21,
1973, submitting the quitclaim deed and an abandonment
resolution for the subject road remnants for approval
and authorization for execution of the deed by the
Mayor. The documents have been reviewed and approved
by the Corporation Counsel's Office:
Approve and recommend adoption of
Resolution 126 to abandon the road
remnants; and grant authorization
to the Mayor to execute the quit-
claim deed.
c_ No . 507: SIDEWALK SALE - HILO DOWNTOWN IMPROVEMENT ASSOCIATION
From John Fernandez, President, Hilo Downtown Improve-
ment Association, dated September 26, 1973, requesting
permission to conduct a sidewalk sale for the downtown
area on October 19 and 20:

as contained in Ordinance 51.

RECOMMENDATION
/ No. 1: WAILOA STATE PARK - RAMPS FOR PEOPLE ON WHEEL CHAIRS
Request the State Parks Division of the Department of
Land and Natural Resources to provide ramps or easy
access for people on wheel chairs at the Wailoa State
Park.

adopted the following recommendation of its Public
Works Committee:
"Request the State Parks Division of the
Department of Land and Natural Resources
to provide ramps or easy access for people
on wheel chairs at the Wailoa State Park. "
