The following are the recommendations of the Public Works
Committee which were considered at its meeting of October 31, 1973 :

4,.. C- No. 206.2: HR 6920 - SPAYING AND NEUTERING OF DOGS AND CATS
Copy of a letter to Mrs. Mariette Austen from
Mayor Kimura dated October 16, 1973, regarding the
response from Representative Mink on the progress
of HR 6920 relating to spaying and neutering of
dogs and cats:
Inform Representative Mink of the
County's pending dog pound opera-
tions and the .need for Federal
assistance and request her help in
amending HR 6920 so that the County
of Hawaii can qualify under this
program.
h- No . 316.3 : LAUPAHOEHOE VALLEY ROAD
Copy of a letter to Mayor Kimura from Fred Toledo,
President, North Hilo Community Council, dated
October 11, 1973, informing that they went on record
opposing the opening of the Hilo access road to
Laupahoehoe Valley due to the unsafe condition of
the road :
Recommend the following:
1. Posting of warning signs.
2. Construction of guardrails along
the roadway and establishment of
one-way traffic on the Hilo access •
road to the Valley.
3 . Restriction of buses and heavy
equipment on the road . •

No. 444: OLD VOLCANO ROAD
From Trudi Zelko, Project Coordinator, Hawaii 2000
Outdoor Education Center, dated September 1, 1973,
requesting the County to abandon the Old Volcano
Road to allow them to include it in their Center
plans. Informs that Mr. C . J. M. Willocks who owns
nine acres of property adjoining this road is in
accord with their desire to close this road to
through traffic :
1�e-No. 444.1: From Edward Harada, Chief Engineer, dated October 12,
(Res. 140) 1973, submitting for consideration and disposition an
abandonment resolution for a portion of Halemanu
Drive in Panaewa (TMK: 2-4-04) . The document has
been reviewed by the Corporation Counsel's Office:
Approve and recommend adoption of
Resolution 140.

KAAPOKO HOMESTEAD ROAD
TMK: 2-7-25 : 5 (Elizabeth Ignacio)
From Edward Harada, Chief Engineer, dated October 1$,
1973, informing that because of the major cost of the
sight distance improvement (estimated cost - $17,000)
on Kaapoko Homestead Road, recommends that the project
be considered in the FY 1974-75 CIP budget . Further
recommends that the County install W1-2 (curve) signs
with 20 m.p.h. W13-1 (Advisory Speed) signs on both
approaches to the curve (estimated cost - $200) :

�No. 536 : HAWAIIAN SHORES SUBDIVISION (C-2052 & 2052.1/PWC-$4)
From Clifford H. F. Lum, Corporation Counsel, dated
October 9, 1973, advising that though the road
dedication deeds for Hawaiian Shores Subdivision are
recorded, the County had not accepted the roads due
to the poor -condition of the shoulders of the roads.
After inspection they were advised on October 16,
1973, by the Public Works Department that the road-
ways are in acceptable condition for dedication.

No. 536 Therefore, informs that they approve of the Council's
(cont . ) conditional acceptance of these roadways as of
October 16, 1973 .
Advises that hereafter dedication deeds not be
conditionally accepted until the deeds are reviewed
by the Public Works Department, Department of Water
Supply, if necessary, and their office :
