The following are the recommendations of the Public Works
Committee which were considered at its meeting of July 10, 1974:
COMMUNICATIONS
No . 545 : BILL TO CONTROL PARKING AROUND THE HAWAII COUNTY
BUILDING
From Council Chairman Robert M. Yamada dated
October 25, 1973, submitting for consideration a bill
regulating the control of parking around the Hawaii
County Building:
545 .1: From Edward Harada, Chief Engineer, dated May 29, 1974,
submitting comments on the subject bill:
, Receive and file.
545 .2 : From Public Works Committee Chairman Josephine .R. Yadao,
dated July 1, 1974,, submitting recommendations as a
temporary solution to ease the problem of parking around
the County Building:
Recommend the following:
1. Installation of parking meters in the
County Building parking lot . Areas of
installation of meters to be left to
the discretion of the Chief Engineer.
2. Designation of reserved stalls by the
Chief Engineer charging all users a
rental fee of $2 .00 a month.
3 . Public Works Committee Chairman to work
with the State of Hawaii for possible
utilization of the Wailoa Center parking
area for County employee parking.

present Welcome Ocean View roadside signs on Belt
Highway:

Traffic Engineer Richard Mitsumori dated July $, 1974,
recommending the following:
1. Removal of the illegal sign by the Hawaiian Ocean
View Estate Association, as requested in their
July 2 letter.
2 . Installation of TTKahukuTT signs on both sides of the
subdivision by the Traffic Division:
Approve the recommendations of the
Chief Engineer.

(Bill 47) FEES FOR COUNTY PERSONNEL
From Clifford H. F. Lum, Corporation Counsel, dated
May 10, 1974, transmitting for consideration a proposed
ordinance regulating parking at the County Building and
establishing parking fees for County personnel:
Incorporate the recommendations on
Communication 545 .2 into Bill 47 and
recommend passage of the bill, as
revised, on first reading .

,b4 C- No . $$5 : FIRE HAZARDS OF APARTMENT AND CONDOMINIUM COMPLEXES
From Councilman William S . Kawahara dated June 2$, 1974,
informing that the proliferation of wood frame apartment
and condominium complexes of three and four stories
presents a serious fire hazard problem and recommends
that building construction requirements be reviewed for
possible revisions requiring the use of fire resistent
materials :

WAIAKAHIULA, PUNA (TMK: 1-5-02-002)
From Clifford H. F. Lum, Corporation Counsel, dated
June 2$, 1974, recommending that the dedication deed and
drainage easement be accepted by the Council and that
the Mayor be authorized to execute the drainage easement .
Transmits approval of the Department of Public Works with
respect to the proposed dedication:
Recommend acceptance of the dedication
documents and grant authorization to
the Mayor to execute the drainage ease-
ment .
No . $92 : KALAPANA SEAVIEW SUBDIVISION, UNITS 1 & 2
From Clifford H. F. Lum, Corporation Counsel, dated
July $, 1974, recommending that the Warranty Deed
dedicating roadways in the Kalapana Seaview Estates
Subdivision, Units 1 & 2, from the developers, Kalapana
Seaview Estates, Inc . , be accepted by the Council, and
submits approval of the Planning Department :
Recommend acceptance of the
dedication deed .

RECOMMENDATION
40,&.No . 1: (//0,57 STUDY - OLD HILO HOSPITAL AREA
Request the Chief Engineer to look into the possibility
of the following:
1. Expansion of the parking lot area at the old Hilo
Hospital site .
2 . Widening of the bridge near the junction of
