dated December 13, 1974, asking the Council not to defer
or transfer funds needed for the improvement of Palani

From John Fernandez, President, Hilo Downtown Improvement
Association, dated December 27, 1974, submitting a
petition in compliance with Ordinance 51 requesting
permission to hold sidewalk sales in the downtown area
in connection with promotions sponsored by the Hilo
Downtown Improvement Association during 1975 :
Approve request, subject to conditions
as contained in Ordinance 51 and request
the Hilo Downtown Improvement Association
to notify the Council and police depart-
ment two weeks prior to each sidewalk
sale.
