Goemans , attorney for Hamakua-Kohala Peace and Safety Defense Fund, to Prosecuting Attorney Paul De Silva dated January 31, 1975, complaining of dangerously overloaded trucks of the Capitol Chip Company passing through the communities of Paauilo and Waimea. 851. 3 : Copy of letter from Prosecuting Attorney De Silva to John Goemans dated February 6, 1975 , suggesting that any specific violations be referred to the Honokaa or Waimea Police Captains so they might have an opportunity to determine whether or not any traffic or penal laws are currently being violated by Capitol Chip Company. Receive and file. �No. 1063 : MORATORIUM ON CONSTRUCTION AND DEVELOPMENT IN FLOOD- PRONE AREAS IN KONA From H. Peter L'Orange, Chairman, Kona Soil and Water Conservation District, dated November 13, 1974, transmitting a resolution calling for a moratorium on construction and development in flood-prone areas, in Kona, together with a brief history prepared by the Soil Conservation Service outlining flooding problems in the area and urges the Council to take positive action on their resolution. ,same- 1063. 1 : From Planning Director Raymond Suefuji dated January 21, 1975, commenting on the request by the Kona Soil and Water Conservation District. No. 1082. 1: MAUNA KEA ACCESS ROAD (Bill 107) From Stanley A. Nakamae, Director of Finance, dated February 10, 1975 transmitting bill for an ordinance increasing the Capital Projects Fund by $93,837 for the Mauna Kea Access Road project. Approve and recommend adoption of Bill 107 on first reading. e_ No. 1134. 1: SIDEWALK SALE From John Fernandez, President of the Hilo Downtown Improvement Association, dated January 31, 1975 , expressing thanks for approval to conduct sidewalk sales during 1975 and recommending that the ordinance be changed to make approval for sidewalk sales an administrative procedure, perhaps with the approval of the Mayor and/or the Chief of Police rather than from the County Council. Recommend approval for sidewalk sale be granted by the Mayor and the Chief of Police and request the Corporation Counsel to prepare the proper bill for an ordinance. G_ No. 1179 : EUTHANAIR DECOMPRESSION CHAMBER From Andrew C. Levin, Councilman, dated February 10, 1975, submitting letters regarding the Euthanair decompression chamber for information. Refer to Mr. Ronald Bachman, President of the Hawaii Island Humane Society, for evaluation and to recommend which method is preferred by the Humane Society. 111 PWC-47 - 3 - February 12, 1975 No. 1181: KAILUA TRUCK ROUTE �P° � From Edward Harada, Chief Engineer, dated January 21, 1975, requesting approval to transfer funds appropriated for the Kailua Truck Route to improvements to Hualalai Road between Kuakini and Alii Drive since the Kailua Mall Plan has been deferred by the Council. Approve the recommendation of the Chief Engineer to transfer funds for improvements to Hualalai Road between Kuakini and Alii Drive. RESOLUTION No. 332 : SALARY ORDINANCE AMENDMENT Amends the Salary Ordinance for the Department of Public Works (Bureau of Building Construction and Inspection. South Hilo and Puna) . Approve and recommend adoption. ORDINANCE Bill 98 : UNIFORM BUILDING CODE (C-1137) Adopts the "Uniform Building Code, 1973 Edition, Volume I" , by reference, in toto, with certain substitutions thereto and repeals all sections and parts of ordinances of the County of Hawaii in conflict therewith. Recommend adoption of Bill 98 on second and final reading with the following amendment: "SECTION 134. This ordinance shall take effect upon its approval except for those portions of Sections 17 and 33 of the 1973 edition of the Uniform Building Code relating to provisions for the handicapped which shall become effective 120 days after the effective date of this ordinance. Request the Administration to consider the possibility of publishing a CIP Newsletter similar to that issued by the State Department of Planning and Economic Development on a monthly basis to include information such as release of funds for planning, architectural services , engineering; authorization to call for bids ; release of construction funds ; etc. ,1 l BSEP: INE R.
