The following are the recommendations of the Public Works
Committee which were considered at its meeting of February 26, 1975 :
COMMUNICATIONS
No. 85:
ALII DRIVE WATERLINE
From Councilman Kawahara dated January 11, 1973,
44 informing that many residents and property owners
pa in the Kahaluu-Keauhou area are asking for a larger
41 waterline along Alii Drive from Alii Kai Subdivision
to the vicinity of Kahaluu Park as there is presently
only a small and insufficient line in this area.
85.1: From Akira Fujimoto, Manager, Department of Water
Supply, dated February 14, 1973, informing that the
existing 4-inch line on Alii Drive is sufficient to
deliver water through a 5/8-inch meter for each lot
along this roadway. A 5/8-inch meter is adequate for
residential use and is not designed for high density
use. Believes that the request for a larger pipeline
is to enable the property owners to use the area for
higher density use. Replacement of the existing pipe-
line could be funded by the creation of an improvement
district, General Obligation Bonds or State and County
aid.
Inform the Kona Chamber of Commerce
that those residents on Alii Drive who
would like a larger waterline should
consider the improvement district
procedure. Also, inform them that
if the improvement district procedure
is followed through it ought not to
delay the implementation of resurfacing
Alii Drive by at least a year.

No. 110: DOG POUND
From Legislative Auditor dated January 24, 1973,
submitting information on the cost of operating
the County Pound and projected cost should the
operation be turned over to the humane society.

No. 115 : DUST PROBLEM - PARADISE PARKS SUBDIVISION
(Pet. 38/PWC-90)
From Mayor Kimura dated January 26, 1973, submitting
comments on the request to check into and use his
emergency powers to assist wherever possible to
alleviate the dust problem within Paradise Parks
Subdivision. Informs that the only related emergency
powers that exist are contained in Ordinance 535 which
covers the perimeters on the County's obligations
with regard to the maintenance and repair of
private roads. It restricts such maintenance to
roads maintained by the County prior to 1963 and
the condition of the road must be one of "extreme
deterioration" which severely endangers the public
health, safety, and welfare. Paradise Drive does
not meet either of the qualifications. Feels that
the establishment of a precedent in any specific
case would open the door for many other demands
from areas with similar problems as the County has
many hundreds of miles of substandard private
subdivision roads.
Suggests alternatives that might be feasible:
(a) Use of the Improvement District concept; or
(b) Privately financed improvements adequate to
relieve the specific problem.
Submits cost estimates by the Chief Engineer as of
October 31, 1972: $175,000 - oil treated;
$23Q,000 - A. C. pavement.

�No. 350 : BILL 809 - GRADING ORDINANCE
From Legislative Auditor R. B. Legaspi dated June 27,
1973, submitting a report regarding Bill 809 (1971) ,
Grading Ordinance; informing they have not incorporated
the recommended revisions as submitted by the public
and County officials inasmuch as there was a variety
of suggestions many on the same topic, suggesting that

in the deliberations on this matter, an acceptable •
wording for the final draft can be decided upon.

No. 472.1: GRADING ORDINANCE
From Edward Harada, Chief Engineer, dated October 11,
1973, submitting an amended version of Bill No. 809
(Revised) reflecting changes made as a result of
public testimony presented at a public hearing before
the Council.
472.2 : From Edward Harada, Chief Engineer, dated October 30,
1973, submitting an amended version of Bill No. 809
reflecting changes made as a result of the October 16
Public Works Committee meeting.

From Akira Fujimoto, Manager, Department of Water
Supply, dated October 25 , 1973, responding to Item 5
of Mr. Gilbert De Motta' s testimony regarding the
burial of pipes.

1973, submitting comments on Mr. De Motta's statements
on the building and electrical code requirements.

]No. 611: DAMAGES TO PROPERTY - KALOPA HOMESTEADS
From Shuji Honda dated December 14, 1973 , informing
that rainstorms during the past few weeks have damaged
his cane crop very extensively and requests help to
alleviate the problem on his caneland at Kalopa
Homesteads. Would appreciate it if he could meet
with the group or individual officer at the scene of
the damaged area to discuss the matter further.

asking consideration in getting the planters to work
toward a responsible drainage responsibility through
technical services of the Soil Conservation Service.

response has been received from
the Kalopa Planters Association,
the Chief Engineer will ask the
Soil Conservation to offer their
assistance to Mr. Honda.
C_ No. 658: KIHALANI HOMESTEAD ROAD
From William J. Bastian, President, North Hilo Community
Council, dated January 15, 1974, requesting that the
following matters be investigated regarding the Kihalani
Homestead Road:
1. Investigate the safety factors of the blind curve
on the Kihalani Homestead Road in the vicinity of
the Yoshina property above Laupahoehoe School.
2. Check into the possibility of resurfacing the
Kihalani Homestead Road from where the resurfacing
ended up to the tank.
4ac. 6- 658.1 : From John Stansfield dated January 19, 1974, requesting
the Council's help in finding some solution to the
serious traffic condition on Kihalani Homestead Road,
The problem is a blind curve on an incline in the vicinity
of the Yoshina property.
Receive and file and inform
writers that steps have been
taken to alleviate the blind
curve hazard on Kihalani
Homestead Road and that
resurfacing of said road will
take place when funds are
available.
iNo. 804: FLOOD DISASTER INSURANCE ACT 1973
From Legislative Auditor R. B. Legaspi dated April 23,
1974, submitting a report on the Federal flood insurance
program. Seeks approval to attend the meeting(s ) planned
between Federal, State and County agencies on the require-
ments of FDIC Regulation 339 should they be held outside
the County.

No. 909 : ALII DRIVE IMPROVEMENT PROJECT
Copy of letter to the Planning Director from James L.
Potter, Chairman, West Hawaii Committee, dated July 15,
1974, requesting that their plan be adopted and put
into effect as soon as possible instead of the new
Alii Highway proposed by Belt, Collins & Associates.
909.1: From Planning Director Raymond Suefuji dated August 5,
1974, transmitting copy of letter to Mr. Potter, as
requested.
909.2: From James L. Potter, Chairman, West Hawaii Committee,
dated September 19, 1974, requesting the opportunity
to meet with the Public Works Committee in Kailua to
discuss the pros and cons of the proposal for Alii
Drive, per their letter of July 15 (C-909 ) .

made by Mr. Choy Hee to approve an appropriation for

2 1/2 miles mauka of Laupahoehoe School.

veyance tax certificate giving County Lot B (roadway)
of Kawailani Place Subdivision, Unit II.
/L-0. - 1023.1: From Clifford Lum, Corporation Counsel, dated February 25,
1975, submitting for approval and acceptance a deed
from Kawailani Place, Inc. , dedicating the roadway,
water system, and drainage system; informing that the
Departments of Public Works and Planning approved the
proposed dedication and that the water commission
accepted the dedication of the water system.

of Final Order of Condemnation for Civil No. 2962,
County of Hawaii vs. Ichiyo May Oyama, et al. for
filing with the Office of the County Clerk.

From Donham M. Walker, Chairman of the Kailua Special
District and Urban Design Review Commission, dated
February 4, 1975 , asking consideration be given to
saving the big tree at Hualalai and Alii Drive if it
can be accomplished with traffic safety (motion passed
on a vote of 5 to 4) .

Circle, dated February 15 , 1975, protesting the removal
of the kiawe tree on the corner of Hualalai Road and
Alii Drive and asks, if possible, to save the tree.
