HomeMy WebLinkAboutREP PWC 053 05/14/1975 1972-1976 PUBLIC WORKS COMMITTEE REPORT NO. 53 Hawaii County Council Hilo,Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of May 14, 1975: COMMUNICATIONS No. 472.6: GRADING ORDINANCE From Deputy Corporation Counsel Katsuya Yamada dated April 24, 1975, informing that i-Cis their opinion that the County of Hawaii has not adopted that provision of the Uniform Building Code pertaining to excavation and grading. Receive and file. No. 1181.1: TRANSFER OF FUNDS - IMPROVEMENTS TO HUALALAI ROAD (Bill 132 ) From Director of Finance Stanley A. Nakamae dated April 28, 1975, informing that in C-1181/PWC-47 the Council approved transfer of funds from the Kailua Truck Route project to improvements to Hualalai Road between Kuakini and Alii Drive. Since the latter improvements are not specifically designated in any capital improvements `ordinance, an amendment to Ordinance 46 (CIP budget for FY 1974-75) is required and submits a bill to accomplish this purpose. Approve and recommend passage of Bill 132 on first reading. No. 1221: JOB CORPS - WITHDRAWAL OF LAND AT HILO HOSPITAL From Mayor Matayoshi dated March 5, 1975, recommending favorable action on request of the Department of Land and Natural Resources to withdraw area from E.O. 70 (Hilo Hospital) and setting aside of the area to the Department of Labor and Industrial Relations for Job Corps purposes. MORIMOTO'S CONCERNS From Mayor Matayoshi dated May 2 , 1975, submitting comments regarding transfer stations and sewer lines for the Hilo area. 1300.1: From Akira Fujimoto, Manager, Department of Water Supply, dated May 2., 1975, commenting on water standards and establishment of water reservoirs. No. 1301: ANIMAL REGULATION ORDINANCE From Council Chairman Yamada dated May 8, 1975, transmitting for appropriate disposition information presented by Mrs. Mary C. Torres at the May 7 Council meeting regarding the Humane Society of the United States recommended Animal Regulation Ordinance. C - 1301.1: From Council Chairman Yamada dated May 8, 1975, transmitting for appropriate disposition information presented by Mrs. Mariette Austen at the May 7 Council meeting regarding Responsible Animal Regulation. Refer to Planning, Research, Development & Legislative Committee. 411 PWC-53 -3- May 14, 1975 ", C- No. 1309: DEED OF EASEMENT BETWEEN HOLUA ROAD AND LOT 1, LAND COURT APPLICATION 1645, KEAUHOU 1, NORTH KONA From Katsuya Yamada, Deputy Corporation Counsel, dated May 12, 1975, recommending that the Deed of Easement from Mrs. Ouida Hill be accepted by the Council and that the Mayor be authorized to sign the easement on behalf of the County. It is a perpetual easement of ingress and egress to the seashore over and across that certain parcel of land situated between Holua Road and Lot 1 of Land Court Application 1645, at Keauhou' l, North Kona.' Accept Deed of Easement and authorize the Mayor to sign the easement on behalf of the County. Request the administration to post the appropriate signs so that the public will know it is a public right-of-way. ,Lt6_ "No. 1311: ACQUISITION OF LAND FOR THE KAHUKU TOWARDS KONA (Res. . 406) HIGHWAY IMPROVEMENT PROJECT, JOB NO. P-1957 From Chief Engineer Edward Harada dated May 9, 1975, transmitting for adoption a resolution providing for the acquisition of land for the Kahuku Towards Kona Highway Improvement Project through proceedings in eminent domain. Approve and recommend passage of Resolution 406 on first reading. Res. 405: SALARY ORDINANCE AMENDMENT Amends the Salary Ordinance for the Police Department (Division of Dog Pound) .
