August 1, 1975, submitting for consideration
amendments to Ordinance 50 setting parking meter
rates and hours of operation at the Hawaii County
Building complex in Hilo .
Approve and recommend passage
of Bill 154 on first reading.

informing that they have been advised by the
Corporation Counsel to refrain from discussing
the(;etails of the ramp design due to the possibility
of litigation.

submitting for review and adoption an amendment
to the Building Code to correct two minor typographical
errors in a fee amount and section number .

of Bill 147 on second and final
reading .

(Bill 152) for adoption a proposed amendment to the Building
Code to extend the effective date from June 25, 1975
to September 25, 1975, for the requirement of
provisions for the handicapped for certain building
construction.
Approve and recommend passage
of Bill 152 on first reading.
Akt, C • No . 1214.3 : ABANDONED VEHICLES (Rec . 2/PWC-52)
(Bill 153 ) From Deputy Corporation Counsel Lionel D. Meyer
dated July 25, 1975 submitting a bill amending
Ordinance 119 (Bill 12$) , by providing for the
additional imposition of a specific fine of 325 .00
which is designed to encourage the owner to remove
the vehicle himself.
Approve and recommend passage
of Bill 153 on first reading.
o . 1279 : DUMPSITES/LANDFILL AREAS - PROPOSAL TO OPERATE
AND MAINTAIN BY HERMAN KLEIN
From Council Chairman Robert M. Yamada dated
April 25, 1975, referring proposal to operate and
maintain dumpsites and/or landfill areas in the .
County of Hawaii as presented by Mr. Herman Klein.
1279 .1: From Chief Engineer Edward Harada dated August 5, 1975
informing that Mr. Klein's proposal is presently
being reviewed by the staff and their recommendations
will be reported to the Council upon completion of
the review.

�No . 1369 .1: HOMESTEAD ROAD BETWEEN GRANTS 4052 and 4533,
GLENWOOD, TMK: 1-$-09 (C-1369/PWC-56)
From Chief Engineer Edward Harada dated July 2$, 1975
explaining background of the homestead road and
informing that with the road right-of-way being
government owned and with no construction funds
appropriated by the State for construction of such
roads, the County of Hawaii assumed the maintenance
responsibility. The Puna district road crew has
been instructed to upkeep the road in good condition
on a regular basis but capital fund is required
for total improvement . Hopes that capital appropria-
tion, even incrementally, can be considered in the
next CIP budget adoption.

From Corporation Counsel Clifford H .F. Lum dated
July 7, 1975, recommending acceptance of the
dedication deed conveying the subdivision roads
and water system in the Machado Acres Subdivision
and submits approvals of the Departments of Public
Works, Water Supply and Planning.

441, 442) From Chief Engineer Edward Harada dated July 11, 1975,
submitting for review and adoption three proposed
resolutions for the subjectprojects which are
required for future applications they will be
submitting to Federal agencies for construction
grant benefits.
Approve and recommend adoption
of Resolutions 440, 441 and 442 .

attention to some dangerous conditions on County
roads and streets for which the County may be held
liable.

From Assistant Corporation Counsel Stephen G. Bess
dated 'July 17, 1975 recommending acceptance of the
dedication deed for the Kealakehe Heights Subdivision
and submits approvals of the Departments of Public
Works and Planning.

No . 1455 : SOLID WASTE PROPOSAL PROGRAM - "USER" CHARGES
(Rec . 1/PWC-52)
From Chief Engineer Edward Harada dated July 1$, 1975
submitting a list of service charge and tax revenue
advantages and disadvantages . Recommends that the
Council defer implementing any service charge until
the study and report on the possibility of
recycling and recovering of wastes are completed .

submitting a status report on the subject matter .
'1464 .2: From Councilman Kawahara dated August 1, 1975
recommending the Council investigate public complaints
on the flooding problems at the Keopu Heights
Subdivision.

4,L, 6, No . 14$2: WAIAKEA HIGH SCHOOL, HILO'S SECOND HIGH SCHOOL
Copy of letter to Chief Engineer Edward Harada
from William A . Waters, District Superintendent,
Department of Education, dated July 30, 1975,
informing that with the projected opening of
Waiakea High School in September, 1977, it would
seem imperative at this time that planning commence

'cont . No . 148.2: for the widening and improvement of Kawili Street
to accommodate the new high school, and that
appropriate state aid funds be projected for
inclusion in the County's request . Also traffic
lights will need to be considered for the inter-
section of Kawili/Kinoole, Kawili/Kilauea, as well
as Kapiolani/Kawili .
Recommend the administration work
with the Department of Education
and State Legislators on joint State/
County funding for the improvements
that may be necessary.
No . 14$3 : ANIMAL STERILIZATION GRANT IN AID PROGRAM
From Ronald Bachman, President, Hawaii Island
Humane Society, dated July 31, 1975, submitting a
letter from the Hawaiian Humane Society (Honolulu)
advising of the Animal Sterilization Grant in Aid
Program and recommends that;_arrangements be made
to secure Hawaii County's share through the Council.
Also asks implementation of plans to facilitate
dead animal disposal at the Keaau rubbish dump as
daily runs to the Hilo dump from the shelter have
been costly and inconvenient .
1483 .1: From Councilman Kawahara dated August 1, 1975
urging the County to take steps immediately to
implement the spay-neuter program with State/County
matching funds.
Approve -s;pay-neuter program and
refer to Finance Committee for
funding. Refer concerns regarding
Keaau rubbish dump to the administra-
tion for review.
No . 14$5 : BICYCLE TAXES
From Mayor Matayoshi dated August 5, 1975 informing
that since the annual bicycle tax is very small,
they do not recommend provisions that would
increase administrative costs to be borne by
taxpayers in some other way; therefore they would
to refunding n r n h x or
be opposeday portion of the to
establishing too many graduations in a schedule ;
However, they would accept a change in the statutes
that would reduce the tax from 83 .00 to 82 .00 on
new bicycles that are purchased any time from
July through November. Bicycles purchased in
December of any year are exempt from taxation
until January 1 of the next calendar year.

(Res. 446) From Chief Engineer Edward Harada dated August 5,
1975 submitting for consideration and adoption
a resolution for a driveway variance in the
access road width from 36 feet to 60 feet at
Kaumana School entrance to accommodate the $0-
passenger busts turning radius into the parking
area. Submits approval from the Planning Director
and informs that the resolution has been reviewed
and approved by the Corporation Counsel's office .
Approve and recommend adoption
of Resolution 446 .
