F41l-1(8) ENVIRONMENTAL IMPACT ANALYSIS From E. Alvey Wright, Director, State Department of Transportation, dated September 30, 1975, transmitting a copy of the Environmental Impact Statement Preparation Notice for the proposed project and requests comments within thirty days from receipt of request.. Receive and file. No. 1414: GRADING ORDINANCE (Bill 146) From Chief Engineer Edward Harada dated July 3, 1975, transmitting an amended bill reflecting significant additions and changes to Grading Bill 809, particularly with the enactment of Act 249, SLH 1974, dealing with erosion and sedimentation control. 1414.2: From D.M. Layman, President, International Testing- Pacific, Inc. , dated August 25, 1975, submitting for review questions and comments concerning the proposed grading ordinance that was prepared by members of their staff. 1414.3: From Claude Moore, Chairman, Hawaii Society of Professional Engineers Legislative Committee, dated September 11, 1975, recommending changes or additions to Bill 146. 1414.4: From Harold Hamada, President, Hawaii Section-American Society of Civil Engineers, dated September 22, 1975, submitting comments on Bill 146. 1414. 5: From John Parazette, Architect, Parazette/Nespor Architecture and Planning, dated September 22, 1975, proposing adoption of Chapter 70 of the Uniform Building Code as a basic grading ordinance for the County of Hawaii. Ahuna, Chairman, Waiakea Soil and Water Conservation District, dated September 23, 1975, informing that they fully support proposed Bill 146. 1414. 7: From Susan Irvine, Land Use Chairperson, League of Women Voters of Hawaii County, dated September 26, 1975, expressing their concern about the exclusion of subdividers from the provisions of the bill. 1414.8: From James P.D. Thropp, Jr. , Chairman, Mauna Kea Soil and 'Water Conservation District, dated October 4, 1975, informing that they "want a sound and simple bill that will protect our soil and cause as little inconvenience to the public taxpayer and the improver as possible" and recommends two additions to Bill 146. 1414.9: Copy of letter to Mrs. Helen S. Baldwin from Planning Director dated September 29, 1975 expressing thanks for her comments and informing that a copy of her letter has been forwarded to the Planning Commission, the County Council, the Corporation Counsel and the Department of Public Works who has been assigned the responsibility of implementing the grading ordinance. Recommend adoption of Bill 146, as amended, on second and final reading and approve erosion and sedimentation control standards and guidelines. Lum dated October 2, 1975, submitting for approval and acceptance a Deed from Malia Kona, Inc. , dedicating the roadways and water system in the Kona Heavens Subdivision, Unit I; attaches approval of the Department of Public Works and memo from the Department of Water Supply i,iiforming that the Water Commission accepted the water system on September 23, 1975. Accept dedication deed. c_ No. 1600: STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION From Chief Engineer Edward Harada dated October 15, 1975, submitting for consideration and adoption the standard specifications for public works construction for the County of Hawaii. The specifications have been revised and compiled in cooperation with the four counties of the State of Hawaii. Upon adoption, requests that the Council direct the County Clerk to sell the standard specifications at $5.00 per set. Recommend adoption of standard specifications and direct County Clerk to sell specifications at $5.00 per set. No. 1612: EIS PREPARATION NOTICES HAWAII BELT ROAD - HOLUALOA TO PAPA (PROJECT NO. F-011-1 (8) KUAKINI HIGHWAY REALIGNMENT (PROJECT NO. RF-011-1 (14) From Planning Director Raymond Suefuji dated October 28, 1975 submitting responses sent to the Department of Transportation on the EIS Preparation Notice for the subject projects'.
