The following are the recoulluendations of the Public Works Committee
which were considered at its meeting of January 28, 1976:
COMMUNICATIONS
e- No. 848. 3: COUNTY BUILDING PARKING
(Bill 193) From Chief Engineer Edward Harada dated November 24, 1975,
submitting for consideration, an amendment to
Ordinance 50 to allow parking within metered areas
in situations such as police officers on official
business at the State or County Building and media
personnel when covering the activities at the
County Building.
Approve and recommend passage
of Bill 193 on first reading.

No. 1647.2: HAWAIIAN BEACHES WATER SYSTEM
From Akira Fujimoto, Manager, Department of Water
Supply, dated January 5, 1976, submitting chronological
data on the subdivisions and water system in the
Pahoa area. Informs that before the County can take
over the substandard system, the system must be
improved to the standards of the Department of Water
Supply. Advises for the County to take over a
substandard system could cause a run from other
subdivisions in the same predicament to request same
because their system is unable to deliver adequate
water to the residents in the area.

40e, c- No. 1690: WAIAKEA STREAM IMPROVEMENT PROJECT
(Res. 521) From Chief Engineer Edward Harada dated January 13, 1976,
submitting for adoption a resolution. providing for
the acquisition of drainage easements for the subject
project and authorizing the Corporation Counsel to
initiate eminent domain proceedings for condemnation
of the drainage easements.

DEDICATION DEED AND QUITCLAIM DEED
From Corporation Counsel Clifford H.F. Lum dated
January 8, 1976, submitting for acceptance the
dedication deed for Boise Cascade Makai Access Road
and Quitclaim Deed from Richard Smart wherein he
quitclaims whatever interest he may have in the property.
Informs that the Department of Public Works has advised
that the description of the roadway has been checked
and constructed according to County of Hawaii standards.
Accept dedication deed and
quitclaim deed.

From Mayor Herbert T. Matayoshi dated January 20, 1976,
responding to Rec. 1/PWC-66.
Receive and file. Urge implementation
of an additional escape route from
Alii Drive to Kuakini Highway through
the Alii Kai subdivision as soon as
possible due to the lack of access
roads out of Alii Drive when an

16,0, Motion 72: ALLOTMENT OF FUNDS FOR SPAY-NEUTER PROGRAM
Mrs. Alice Greenwell's concern regarding the allotment
of funds for a spay-neuter program under Act 195 be referred
to the Public Works Committee and request the
Director of Finance to make a detailed report of
fund allocation at the January 28 Public Works Committee
meeting.
Request Director of Finance to
communicate with the appropriate
State agency for the release of
funds to the County of Hawaii for
the Animal Sterilization Grant-in-
Aid program.
