which were considered at its meeting of August 11, 1976.

from Mayor Matayoshi dated July 28, 1976, requesting
the right-of-entry to allow the County to provide.

30-foot Volcano Trail right-of-way.

/No. 1882 : REFLECTIVE GUARDRAIL - PUNAHELE-HALAI INTERSECTION
From Dana Yuen and Sheryl Marmie, Hilo High School
students, dated May 20, 1976, requesting assistance
in placing guardrails with rellectors in the inter-
section of Punahele and Halai Streets to warn motorists
of the curves and assist in stopping or slowing vehi-
cles unable to make the curve.
1882. 1: From Mayor Matayoshi dated June 17, 1976 submitting
copy of his response to the Hilo High School students
on the subject matter.
1882. 2: From Chief Engineer Edward Harada dated July 21, 1976
informing that the South Hilo road crew completed
installation of the two guardrails on July 16, 1976.

4,P. C- No. 1954: AUTHORIZATION TO REQUEST CHANGE IN PURPOSE FOR
EXECUTIVE ORDER 1735, TMK: 2-3-4:9, HILO
From Mayor Herbert T. Matayoshi dated July 30, 1976,
informing that the Hilo Downtown Development Plan,
as part of Phase I of public improvements, recommends
for the Hamakua end of downtown, the development of
off-street parking in three areas in the Waianuenue
Avenue, Keawe Street, and Shipman Street vicinity.
Two of the areas will require acquisition of private
property while one area, at the corner of Keawe Street
and Wailuku Drive, is presently under executive order
to the County for city hall purpose. Asks authori-
zation to make a request to DLNR to change the pur-
pose of E.O. 1735 from city hall use to public
off-street parking use as a necessary first step in
implementing the project.
Grant authorization as requested.
C - No. 1961: TRANSFER OF FUNDS
(Res. 624) From Mayor Herbert T. Matayoshi dated August 3, 1976
submitting for favorable action a resolution to
transfer funds from the Puako Spur Road project to
the Belt Highway Resurfacing-Waimea project. The
Puako Spur Road has been constructed and the funds
are not required for that project. The Belt Highway
design should be completed in about a month' s time
and the project will require additional funds.
Approve and recommend adoption
of Resolution 624.
III No. 1963: AMENDMENT TO RULES AND REGULATIONS OF THE DEPARTMENT
OF WATER SUPPLY
From Akira Fujimoto, Manager, Department of Water
Supply, dated August 5, 1976, submitting for approval
the Amended Rules and Regulations of the Department
of Water Supply which were adopted by the Water
Commission on July 27, 1976.
