The following are the recommendations of the Finance Committee
which were considered at its meeting of January 30, 1973 :
COMMUNICATIONS
No . 545 .2: POLICY ON TRAVEL
From Director of Finance dated November 11i., 1972,
submitting for consideration amendments to the
Policy on Travel:
The Committee is in accord with the
amendments to the Policy on Travel and
recommends its adoption.
The Committee further recommends that
the Policy on Travel be amended as
follows:
A . Applicability
This policy shall apply to all
official travel (out-of-state
inter-island and intra-county
by officers, employees and
members of boards and commissions,
except the officials and employees
of the County Council and the
County Clerk's Office.
2070.2 : CULTURE AND ARTS PROGRAM
From Parks & Recreation Director dated August 31,
1972, recommending that $22,000 be allocated to
their department for the contracting of selective
programs in the cultural and arts area, and to
develop adequate facilities and equipment where

The Committee concurs with the
recommendation of the Social and
Cultural Development Committee to
approve the request, therefore,
directs the Finance Director to
set up the funds.
No . 13 .1: HAWAIIAN INSURANCE COMPANIES - STANLEY ASEJO, JR.
ACCIDENT OF NOVEMBER 21, 1972 (C-13/FC-1)
From Corporation Counsel dated January 12, 1973 ,
advising that their investigation revealed that the
County of Hawaii was in no way involved in this
accident and recommends that this claim be denied :
The Committee is in accord with
the opinion rendered by the
Corporation Counsel and recommends
that the claim be denied .
C0y,,,,i-No. 73 : MONITORING FEDERAL LEGISLATION (Rec . 2/PEDLC-$9)
From Mayor Kimura dated January 8, 1973, informing
that the County Charter charges the Department of
Research and Development to "coordinate informational
and regulatory knowledge of all federal aid and state
grant-in-aid participation programs which affect the
county. " At present, the department maintains a
catalogue of general type information on all Federal
aids applicable to the County. For specific State/
Federal programs in which the County is interested
in using, the department having the most direct
involvement has been maintaining the necessary
information and monitoring the program.
Feels that this decentralized system of monitoring
State/Federal programs has worked satisfactorily
and should be continued, and that more emphasis be
placed in planning for optimum use of revenue sharing
program proceeds:

From Dr. Timothy D. Woo dated January 3, 1973,
filing a claim against the County of Hawaii and
Sergeant Joseph Dart of the Police Department in
the sum of $104, 150 for personal injuries and
damages to his motor vehicle as a result of the
careless and negligent operation by Sgt . Dart of
a motor vehicle at approximately 5 :00 p.m. on
August 1, 1972, while proceeding in the Honokaa
direction along the Hawaii Belt Highway near
Umauma:
No. 93 : CLAIM - FRANZ SOLMSSEN
From Franz Solmssen, Kamuela, requesting reimburse-
ment from the County of Hawaii for the cost of
repairing two vehicles that were driven over a loose
manhole cover on Laelae Road on December 23, 1972
and January 12, 1973 . Claims that the damages were
due to negligence on the part of the County in
maintaining its public facilities :
The Committee recommends that these
claims be referred to the Corporation
Counsel for his investigation, review,
and appropriate disposition. •-�

APPLICATION FOR HAWAII LEGAL SERVICES PROJECT

transmitting for review and comments pertinent
excerpts submitted by the State Clearinghouse for
the above project . Requests response in five days
and advice as to its effect on any ongoing projects:

From Hiram K. Kamaka, Director of the Department of
Budget and Finance, dated January 15, 1973, informing
of amounts payable to and to be retained by the State

RESOLUTION
Res. 15 : AMENDMENT TO THE SALARY ORDINANCE
Amends the Salary Ordinance for the County Council,
Department of Public Works and the Department of
Parks and Recreation:

The Committee recommends the adoption
of the resolution.
ORDINANCE
Bill 963 : FEDERAL REVENUE SHARING FUNDS (SECOND PAYMENT)
4.c. (Comm. 41.2) Amends Ordinance No. 474 by increasing revenues in
the amount of $$73,697 :

The Committee is in accord with the
intent and purpose of Bill 963 and
recommends passage on first reading.
The purpose of the bill is to reflect
receipt of the Federal Revenue Sharing
allotment for July 1, 1972 to
December 31, 1972 period .
RECOMMENDATION
No . 1: MINIMUM REAL PROPERTY TAX
The Committee recommends that the Legislative Committee
introduce a short form bill setting the minimum real
property tax for a parcel of land .
