HomeMy WebLinkAboutREP FC 010 10/02/1973 1972-1976 .r ' ® • FINANCE COMMITTEE REPORT NO. 10 Hawaii County Council Hilo,Hawaii The following are the recommendations of the Finance Committee which were considered at its meeting of October 2, 1973: COMMUNICATIONS C - No. 328: REQUEST FOR FUNDS - HALFWAY HOUSE FOR ALCOHOLICS From Bill McGee, Executive Director, Big Island Council on Addiction, dated June 6, 1973, informing that the $10,000 grant (July 1, 1973 to June 30, 1974) for the establishment of a halfway house for alcoholics is contingent upon certification that $5,000 of local money would also be contributed. Requests assistance from the County of Hawaii so that the rehabilitation program can be started here. The Committee recommends approval of the request for $5,000 and requests the Finance Director to set up the funds. S.- C - 328. 1: From Mrs. Fumiko K. The Committee further recommends that letters of thanks be sent to the writers and they be informed of the action of the Council regarding the appropriation for the Halfway House for Alcoholics. No. 379. 1: FUNDS FOR DOCK-SIDE ENTERTAINMENT Presentation by Mrs. Hannah K. Bowman at the Council meeting of August 29, 1973 , suggesting that the County give $1,050 to the State or the Downtown Business Association or to the group that is requesting funds for dock-side entertainment. 379.2: Copy of a letter to Mayor Kimura from Earl Younker, President, Kona Chamber of Commerce, dated September 19, 1973 , asking to be informed as to theamount earmarked for Kona for greeting ship arrivals and how they should go about getting it. 441: GRADED TAX PROVISIONS OF THE REAL PROPERTY TAX LAW From Ralph W. Kondo, Director of Taxation, dated August 30, 1973, advising that under the "graded tax" provisions of the real property tax law a building tax factor of 70 percent must be used in computing the real property tax rates for the 1973-1974 tax year. A factor of 80 percent was used last year. The Committee recommends receiving and filing the communications. No. 404. 1: CLAIM OF DOROTHY SLOAN From Earl T. Nakasato, Law Clerk, dated September 24, 1973, recommending that the claim be denied. 426. 1: CLAIM OF JUDY K. SHEARER (Rec. 2/FC-9) From Haruo Oda, Assistant Corporation Counsel, dated September 18, 1973, recommending that the claim be denied. The Committee is in accord with the opinions rendered by the Corporation Counsel's Office and recommends that the claims be denied. FC-10 111 -3- • October 2, 1973 No. 437: APPOINTMENT OF INDEPENDENT OUTSIDE AUDITING FIRM From Richard G. Edwards, Chairman, Republican County Committee, dated August 29, 1973, requesting the Council to appoint an independent outside auditing firm to investigate the irregularities in the Department of Parks and Recreation. The Committee recommends that the request be denied and refer to the Chairman of the Committee to reply to the writer, the reasons for denial. No. 440: IMPROVEMENTS TO COUNTY JAIL From Stanley A. Nakamae, Director of Finance, dated August 31, 1973, recommending some minimal improvements to the County jail estimated at $25,000. Submits for consideration Bill 1013 creating the project and appropriating the necessary funds. The Committee is in accord with the intent and purpose of Bill 1013 and recommends passage on first reading. No. 464: TREE-TRIMMING OPERATION From Robert T. Fukuda, Parks & Recreation Director, dated September 12, 1973 , informing that there are over 1,000 coconut trees in 30 of the park sites that require trimming by their crew. Because it is physically impossible for their crew to keep abreast of its work without some outside assistance, requests an appropriation of $15,000 for contractual use in their tree-trimming operation for the remainder of the fiscal year. The Committee concurs with the recommendation of the Recreation Committee to approve the request; therefore, directs the Finance Director to set up the funds. � _. 400201r; , _ ,. 1 . .
