The following are the recommendations of the Finance Committee
which were considered at its meeting of October 30, 1973 :

�i r?- No. 265.1: CLAIM BY MICHAEL ENOCENCIO FOR DAMAGES TO WINDSHIELD
(C-265/FC-6)
From Katsuya Yamada, Deputy Corporation Counsel,
dated October 10, 1973, recommending denial of the
claim:
The Committee is in accord with the
opinion rendered by the Corporation
Counsel's Office and recommends that
the claim be denied.
LC- No. 533 : KONA AIRPORT PARK IMPROVEMENTS
From Edward Harada, Chief Engineer, dated October 17,
1973, requesting Council approval for the transfer of
$165,000 from Ordinance 409 - Kona Recreational Complex
account, to the Kona Airport Park Improvements project
to satisfy the total bid amount and provide for project
contingency:
The Committee recommends approval of
the request for the transfer of funds.
fC_ No. 549: EMPLOYMENT OF SPECIAL COUNSEL
From Clifford H. F. Lum, Corporation Counsel, dated
October 29, 1973, requesting authorization to hire
Mr. Haruo Oda as special counsel, pursuant to
Section 5-2.5 of the County Charter, to represent
the County of Hawaii in several immediately pending
cases, as listed, which are scheduled for trials or
hearings within the next seven weeks.

No. 549 Recommends that compensation be paid for his services
(cont . ) as follows:
1. 40.00 per hour for services;
2. 250,00 per day in court ;
3 . 150.00 per half day or any fraction thereof in
court ;
4. These rates do not include expenses and costs
incurred.
Estimated cost for the handling of the cases is in
the area of 34,000.00:
The Committee recommends approval of
request to hire special counsel.
RESOLUTIONS

Amends the Salary Ordinance for the Committee on
Aging:

Bill 7 : ISSUANCE AND SALE OF GENERAL OBLIGATION BONDS

obligation bonds and/or general obligation bond antici-

intent and purpose of Bill 7 and
recommends passage on first reading.
The purpose of the bill is to authorize
the issuance and sale of bonds to
