The following are the recommendations of the Finance Committee
which were considered at its meeting of February 12, 1974:
COMMUNICATIONS
�No . 54.1: PUBLIC IMPROVEMENT BONDS, 1974 SERIES A
From Stanley A. Nakamae, Director of Finance, dated
February 4, 1974, reporting on the events concerning
the issuance and sale of $5,000,000 Public Improve-
ment Bonds, 1974 Series A of the County of Hawaii :
630.1: POLICE COMMUNICATION SYSTEM (BILL 1023 )
From Mary W. Earl dated February 6, 1974, informing
of her concerns that the Council can find $60,000
for a consultant service for the police communication
system but can't find $12,000 for a recreation program
for the Special Education Center or $20,000 for
security and maintenance at Onekahakaha Beach :
The Committee recommends receiving
and filing the communications.

From Claire M. Marumoto, Deputy Corporation Counsel,
dated January 17, 1974, recommending that the claim
be denied :
The Committee is in accord with the
opinion rendered by the Corporation
Counsel's Office and recommends that
the claim be denied .

4c - No . 637: STALL GATES - PANAEWA EQUESTRIAN CENTER (Rec . 1/RC-17)
From Robert T . Fukuda, Parks & Recreation Director,
dated January $, 1974, informing that the six stall
gates, delivered to dockside in San Francisco, is
quoted at this time at $17,000, plus an additional
freight charge of $3, 200 from San Francisco to Hilo :
The Committee concurs with the
recommendation of the Recreation
Committee and requests the

$25,000 for the purchase of the
stall gates for the Panaewa
Equestrian Center and a tri-plex
greens mower for the Parks and
Recreation Department for
maintenance purposes .
No . 67$: SALE OF HILO POLICE STATION PARCEL
From B. D. Hill, Vice President-Planning and
Construction, Hawaiian Telephone Company, dated
January 31, 1974, informing that they are interested
in purchasing the police station property for their
expansion plans and requests assistance in expediting
the public auction. Informs also that if they were
to purchase the parcel, lease-back arrangements could
be arranged with the County for a one-year period
while the new facilities are being built :
The Committee recommends that the
writer be informed that the County
intends to sell the police station
parcel and that he will be kept
apprised of the County's plans as
progress develops.
RESOLUTIONS
No . 17$: LEASE OF TERMINAL EQUIPMENT - POLICE DEPARTMENT
,6„ (C-672) Authorizes the Police Department to lease necessary
equipment to improve traffic records entry and
retrieval capability on a lease agreement extending
over a three-year period :

1No . 179 : SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Department of
Parks and Recreation (Maintenance Division) and Fire
Department :

The Committee recommends adoption
of the resolution to amend the
salary ordinance.

Bill 1026 ADJUSTMENTS IN OPERATING BUDGET (ORDINANCE 5$5 )
4 (c-664) Amends Ordinance No . 5$5, appropriating estimated
revenues, receipts and fund balances for expenditure
in the fiscal year ending June 30, 1974:

The Committee is in accord with the
intent and purpose of Bill 1026 and
recommends passage on first reading.
The purpose of the bill is to make
adjustments to Ordinance 5$5 due to
variances between actual and budgeted
amounts for real property valuations
and accounting of certain Federal
funds.
