The following are the recommendations of the Finance Committee
which were considered at its meeting of May 20, 1974:
COMMUNICATIONS
C-'No . 22.1: REQUEST FOR ADDITIONAL CANOES
From Pilipo Springer, Chairman 3-6-$ Commemorative Task
Force, dated April 22, 1974, requesting the Council to re-
activate or reinstate the $6,000 remaining from the
$15,000 appropriation to purchase additional fibre glass
canoes:
The Committee recommends receiving
and filing the communication and
inform writer of the action taken

�No. 52.6 : FINANCIAL AUDIT OF COUNTY OF HAWAII
From Legislative Auditor R. B. Legaspi, dated April 3,
1974, submitting for disposition the finalized financial
audit of the County of Hawaii covering the fiscal year
1972-1973, as submitted by the certified public accounting
firm of Peat, Marwick, Mitchell & Co . :

May 7, 1974, informing that they have settled the claim
with Mrs. Biella's attorney for $500.00 on May 1, 1974,
since the County appeared to be liable:
$20: EXPENSES FOR EMERGENCY OPERATIONS DURING GASOLINE SHORTAGE
CRISIS
From Mayor Shunichi Kimura dated May $, 1974, submitting
for information the statement of expenses for the emergency
operations during the gasoline shortage crisis. The
expenses reflect direct costs incurred over and above
operating costs during normal period :

�No. $37 : BUDGET REVIEW COMMITTEE & FINANCE COMMITTEE CHAIRMANSHIP
From Mary W. Earl dated May 15, 1974, informing that it
seems inappropriate for a candidate for mayor to be in
charge of the budget review committee for the 1974-75
fiscal year budget and suggests that Mr. Matayoshi step
down from his position as Finance Committee Chairman and
turn it over to Mr. Hisaoka:
The Committee recommends receiving
and filing the communications.
1áQ- No . $19: ADDITIONAL COSTS - BONUS PAYMENTS FOR PENSIONERS
From Stanley A . Nakamae, Director of Finance, dated
May 3, 1974, informing that enactment of S.B. 74$, S .D. 2,
H.D. 1, C .D. 1, Relating to the Bonus for Pensioners,
would result in additional costs to the County. As this
is not included in the budget, should the Governor sign
the bill into law, $127,600 must be added to the fiscal
year 1974-75 budget:

From Robert T. Fukuda, Parks & Recreation Director, dated
May 7, 1974, requesting the Council for a special appro-
priation of $2,000 to cover the cost of providing the
necessary security service at Onekahakaha Beach Park
during the month of June 1974:
The Committee recommends approval of
the request and refer to the Director
of Finance for funding.

From Linda A. Van Hoosear dated May 13, 1974, requesting
the Council to match a State appropriation of $151,000
for a new small animal quarantine on this island :
The Committee recommends receiving and
filing the communication and inform
writer that the Hawaii Island Humane
Society has been requested to look into
the possibility of taking over the
animal quarantine operations on this

RESOLUTIONS
No . 206 : WAIMEA POLICE STATION
(Comm. $11) Transfers 135,000 from C-42602, Kona Sewer System
Phase III, to C-24551, Waimea Civic Center-Police Station:
(Intr. by: Mr. Kawahara)
The Committee is in accord with the
intent and purpose of Resolution 206
and recommends its adoption.
The purpose of the resolution is to
transfer required funds in order that
the contract may be awarded for the
construction of the Waimea Police
Station and to allow for contingency.
No. 213 : GENERAL FUND - TRANSFER OF FUNDS
&S (Comm. $1$) Transfers $213,056 to various accounts in the General
Fund :

The Committee is in accord with the
intent and purpose of Resolution 213
and recommends its adoption.
The purpose of the resolution is to
transfer required amounts to several
accounts in the General Fund that are
in need of additional funds.
No. 214 : SALARY ORDINANCE AMENDMENT
Amends the Salary Ordinance for the Police Department :

The Committee recommends adoption of
the resolution.

No . 215 : WORK IMPROVEMENT STUDY
(Comm. $26) Transfers $25,000 from G-7.117, Parks & Recreation Work
Improvement Study, to G-3006, Public Works Work Improve-
ment Study:

The Committee is in accord with the
intent and purpose of Resolution 215
and recommends its adoption.
The purpose of the resolution is to
consolidate the accounts to facilitate
bookkeeping.
No . 217 : TRANSFER OF FUNDS
(Comm. $29 ) Transfers $10,000 from G-$556, Countywide Rubbish Pick-up,
to 4G-2$11, Prosecuting Attorney - S&W:

The Committee is in accord with the
intent and purpose of Resolution 217
and recommends its adoption.
The primary purpose of the transfer
is to pay cash in lieu of vacation
for Robert Ito who resigned to accept
the position of District Magistrate.
