The following are the recommendations of the Finance Committee
which were considered at its meeting of September 17, 1974:
COMMUNICATIONS
)3..,e- No. 67$.2: HILO POLICE STATION PROPERTY
From B. D. Hill, Vice President-Planning & Construction,
Hawaiian Telephone Company, dated August 7, 1974,
informing that due to the high estimate to relocate the
police station as well as their urgent need to start the
architectual design immediately, they have decided to
alter their plans and construct the first increment of
the building over their existing parking lot in their
own property. They intend to utilize the Hilo police
station property to satisfy their immediate parking needs
and to construct subsequent building increments.
Therefore, under this plan it would not be necessary for
the police station to vacate the premises until the new
safety complex is completed estimated to be in the first
or second quarter of 1976 as they would not require any
parking until their building is completed in the third
quarter of 1976 .
With the revision in plans, they will still need to
acquire the police station parcel as soon as possible so
as to finalize their master plan as well as the details
for the building design and informs that they are looking
forward to the auction of the site:
Recommend Finance Committee Chairman
confer with the appropriate adminis-
tration departments to expedite the
sale of the Hilo police station
property, taking into consideration
upset price and usage of the present
facilities until completion of the
Hawaii Public Safety Building.

No. 747: CLAIM - RONALD AND BARBARA McGEE
From William J. Rosdil, Carlsmith, Carlsmith, Wichman
and Case, dated March 12, 1974, filing a claim on behalf
of Ronald and Barbara McGee in the sum of $1500 as a
result of an auto accident on November 9, 1973 :
ACtC- 747.1: From Earl T. Nakasato, Deputy Corporation Counsel, dated
August 22, 1974, informing that they feel that the County
was not negligent and therefore is not liable for the
incident :

Corporation Counsel and recommend
that the claim be denied .
No. 869: CLAIM - RAYMOND KOBAYASHI, JR.
From Raymond Kobayashi dated June 12, 1974, filing a claim
of $41.00 for damages to his left rear tire punctured by a
6-inch nail which was part of a County traffic counter:
869.1: From Earl T. Nakasato, Deputy Corporation Counsel, dated
August 7, 1974, informing that the claim has been settled
in the amount of $30.00:

Copy of letter to Legislative Auditor from U.S . Representative
Morris K. Udall dated July 30, 1974, informing that
H.R. 12225 would apply only to "natural .resources lands"
and not all public lands:
875 .2: From Council Chairman Robert M. Yamada dated August 15,
1974 submitting for review and deliberation a copy of
H.R. 12225 :

(Res. 271) August 22, 1974, transmitting as requested a resolution
endorsing the adoption of H.R. 12225 and supporting the
idea of having field hearings on the bill:

From Mayor Bruce McCall dated July 9, 1974 transmitting
for appropriate action a claim from Cecil S. Carmichael
for damages in the sum of $1$6.10 for fencing materials
as a result of repeated flooding of their Honuapo property
in April, 1972:

August 23, 1974, recommending denial of the claim for
the reason that the statute of limitation (Section 662-4,
HRS) has run out :

Ix C. No. 964: LEASE OF IBM MAGNETIC CARD SELECTRIC TYPEWRITERS
(Res. 270) From Stanley A. Nakamae, Director of Finance, dated
August 20, 1974, submitting for favorable action a
resolution for a two-year lease of IBM Magnetic Card
Selectric typewriters for the Clerical Pool:

,c_ No. 965 : ROBERT H . ISHIMOTO - MILITARY LEAVE
From Council Chairman Robert M. Yamada dated August 23,
1974, transmitting for appropriate action a letter from
Robert H. Ishimoto dated July 1$, 1974, requesting the
Council to grant him military leave in lieu of vacation
for 9 working days during which time he attended the
Civil Air Patrol National Staff College at Maxwell Air
Force Base in Alabama. Also submits an opinion from the
office of the Corporation Counsel recommending that the
request be denied :

4,,,c- No. 977: UNSAFE WORKING CONDITION OF POLICE OFFICERS
Copy of letter to Mayor Bruce McCall from Stanley N.
Burden, Business Manager, SHOPO, dated September 4, 1974,
pointing out the unsafe working condition due to the
County's failure to provide the necessary audible
devices and other equipment for police vehicles in order
that the officers can carry out their tasks in the
safest manner possible to both themselves and the general '
public :

�No. 9$0: SERVICES REPRESENTATIVE IN KONA
From Mayor Bruce McCall dated September 6, 1974, advising
that their office has reached an agreement with the
Department of Housing and Urban Development for the
services of Mr. Hugo Coutandin who will serve as the
Services Representative in Kona. His assignment is for
one year, beginning September 9, 1974 and a one year
extension is possible if agreeable to all parties. The
cost to the County of Hawaii will be 51 percent of
Mr. Coutandin's salary including cost of living allowance,
and 50 percent of the cost of travel and transportation
expenses to and from the assignment . The Federal govern-
ment will assume the cost of all fringe benefits:
