which were considered at its meeting of April 29, 1975 :
COMMUNICATIONS
�No . 130.1: COMPLAINT ON MISUSE OF HELICOPTER
From Council Chairman Yamada dated April 11,1975,
referring for appropriate action a complaint by
Mr. Jonika Perreira about the County helicopter
roaming around his 75-acre ranch in Pahoa:

Z L,C1,. No . 1194: POLICE INTERROGATION
From Kathryn Beveridge representing the Hilo Woman's
Club suggesting that whenever a woman is taken for
interrogation to the police station that another woman
should be present :
3 - 1194.1: From Managing Director Keppeler dated April 15, 1975,
responding to C-1194. Recommends to the Police Commission
and to the Administration of the Department that no change
be required in interrogative procedures relative to
staffing female personnel to assist in questioning or
the development of restrictive guidelines for questions
to be asked . Rather, recommends they seriously consider
taking such measures, as may be necessary, to re-enforce
an appropriate code of professional police conduct during
interrogations of all suspects:
Accept recommendations of the Managing
Director and recommend that the adminis-
tration seriously consider an active
campaign for recruitment of female police
officers.

G' - No . 1260: COMMUNITY CRIME PREVENTION OFFICER
From Mayor Matayoshi dated April 14, 1975, requesting
that a new Police Officer II position be created for
the Administrative Division, South Hilo District, to be
designated as Community Crime Prevention Officer to
develop, implement and maintain programs to reduce crime
in the County. The police department has received
tentative approval for $17, 100 in Federal funds from the
Law Enforcement Assistance Administration for the project 's
first year of operation. If the project is successful,
it is likely that it will be supported with LEAA funds
for an additional four years:

A, <- No . 1263 : ELECTRIC SCOREBOARD FOR NAALEHU PARK
From Councilman Carpenter dated April 16, 1975, requesting
the transfer of 86,000 from the CIP appropriation for the
installation of an electric scoreboard for Naalehu Park.
It is his understanding that adequate funds exist in the
CIP appropriations to take care of his request :
Approve request for transfer of funds .

From Research & Development Director Clarence Garcia and
Corporation Counsel Clifford H . F. Lum dated April 23,
1975, reporting on the various Kohala Task Force funded

to 1981, Mayor's message to the operating budget and

cript of Mr. Gary G . McGowan at the Council's public
meeting of April 24 in Kailua-Kona regarding the misuse
of the helicopter by the police department and the
alleged sales of confiscated marijuana:
