The following are the recommendations of the Finance
Committee which were considered at its meeting of May 28, 1975:
COMMUNICATIONS
No. 1055: HILO ASSOCIATION TO HELP RETARDED CHILDREN - REQUEST
FOR AID
From Mary W. Earl, Director, Hilo Association to Help
Retarded Children, dated November 9, 1974, appealing
to the County for financial aid.
1055. 1: From FC Chairman dated December 4, 1974, transmitting
for appropriate action letters supporting the appeal of
Mrs. Mary Earl for help in the Special Education Center.

No. 1093: PERIODIC MOTOR VEHICLE INSPECTION ADDED COSTS
From Chief of Police Ernest J. Fergerstrom dated
December 10, 1974, recommending that the inspection fees
be raised from $3 to $3. 50 for the following reasons:
(1) It will provide that the County recover its
direct costs in processing the Periodic Motor
Vehicle Inspection activity.
(2) It will provide that all counties in the State have
a uniform price for the inspection process.
( 3) It will provide an increase in return to the
inspection stations.

No. 1093.1: From Alfred Jose Andrade, President, Service Stations
and Garages Association of Hawaii, asking consideration
of a new rate of $5 for motor vehicle inspections.
1093. 2: From Dorothea Carvalho dated January 22 , 1975, opposing
the increase of inspection fees to $5.
1093. 3: From Anthony Phillips , President, Big Island Car Rental
Association, dated January 23 , 1975, informing that
their cost is now $6 per vehicle per year and should
the inspection fee be increased to $5 per inspection,
this would mean a cost of $10 per vehicle per year to
their industry.
1093.4: From Dorothea Carvalho dated May 28, 1975.
Recommend increase in inspection
fees from $3.00 to $4. 25 effective
January 1, 1976 and refer to the
Corporation Counsel to prepare the
proper amendment to Chapter 6, Traffic
Code, _ Article 19, Sec. 3.
No. 1237. 1: RADIO MICROWAVE AND MOBILE RADIO NETWORK
From Arthur Isemoto, Deputy Chief Engineer, dated
May 26, 1975, transmitting for information a copy of
letter to M. Thomas Clark, Regional Administrator, LEAA,
from Irwin Tanaka, Director, State Law Enforcement
and Juvenile Delinquency Planning Agency, dated
May 21 , 1975, requesting a 12-month time extension for
the grant, Project No. 73A-4. 3b, "Improvement of Law
Enforcement Communications System. "

No. 1261: SOLAR FUNDS
From Council Chairman Yamada dated April 18, 1975,
submitting for consideration a news item, "Butler
County Seeks Solar Funds , " that appeared in the
NACo ENERGY NEWSLETTER dated April 9, 1975 , and
suggests that Hawaii County take similar steps to
submit a proposal for a grant to install a solar
heating and cooling system for the next public building
in the County of Hawaii.

No. 1261.1: From Chief Engineer Edward Harada dated May 16, 1975,
commenting on C-1261.

No. 1283.1: COUNTY HOUSING PROGRAM REVOLVING FUND
(Bill 134) From Deputy Managing Director Megumi Kon dated
May 27, 1975, transmitting a bill for an ordinance to
establish a "County Housing Program Revolving Fund"
which is necessary for the implementation of the housing
proposals described in C-1283/PRDLC-50 and approved by
the Council on May 7, 1975.
Approve and recommend passage of

Bill 134 on first reading.
No. 1295: USE OF THE HELICOPTER
From Mary C. Torres dated May 7, 1975, requesting
•
consideration of a proposal for the County to lease
or purchase a helicopter for use on a full-time basis
and to leave the decision on the use of the helicopter
to the men in control of the police and fire departments.
Receive and file.
1295. 1: From Mayor Herbert T. Matayoshi dated May 23, 1975,
recommending with concurrence of the Chief of Police,
that under the present conditions, only the present
helicopter now under lease be maintained.
Accept recommendation of the Mayor.
Res. 411: SALARY ORDINANCE AMENDMENT (C-1260/FC-44)
Amends the salary ordinance for the police department
by adding one position of Police Officer II SR-18
(Community Crime Prevention Officer) .
