The following are the recommendations of the Finance Committee
which were considered at its meeting of September 3 , 1975:
COMMUNICATIONS
Io. 1174.1: PROPOSED HAWAII COUNTY GOVERNMENT INTERNSHIP. PROGRAM
From Councilman Levin dated July 29 , 1975 urging
consideration of funding the internship program as
proposed by Dr. James Wang of the University of Hawaii.
If that is not possible, asks that the matter be
f4 referred to PRDLC for consideration of establishing an
4 internship program in which participants receive no

1174. 2: From Mayor Matayoshi dated September 2 , 1975 , asking
favorable consideration of the program on a trial basis
for the fiscal year 1975-76 with placement and super-
vision of the six interns while assigned to. County
agencies or officials to be c.o-ntrolled by the administra-
tion. Informs the total annual cost of $1800 can be
provided from the Contingency Account of the General
Fund:
Approve concept of the proposed
internship program as advanced by
Dr. Wang of the University of Hawaii
and provide the funds not to exceed
$2 ,000.
No. 1250: CLAIM - EL ROY SILVA
From Steven K. Christensen, attorney for Elroy Silva,
dated April 8 , 1975 , submitting a claim in the amount
of $461. 75 for repair to motorcycle resulting from
an accident on March 22 , 1975.

"No. 1483: ANIMAL STERILIZATION GRANT IN AID PROGRAM
From Ronald Bachman, President of the Hawaii Island
Humane Society, dated July 31, 1975, submitting a letter
from the (Honolulu) Hawaiian Humane Society advising
of Animal Sterilization Grant in Aid Program and recommend-
int that arrangements be made to secure Hawaii County' s
share through the Council.

the County take steps immediately to implement the
spay/neuter program with State/County matching funds.

matching funds should State funds
become available and request the
Legislative Auditor on behalf of the
Council to seek the release of funds
by the Governor.
vo. 1487. 1: ANIMAL POUND FACILITIES
From Mayor Matayoshi dated August 20 , 1975 , advising
report on comparison of expenditures of animal pound
facilities and advisability of County taking over
operations of animal pounds will be forthcoming shortly.

No. 1488.1: SALARIES OF DEPARTMENT HEADS
From Mayor Matayoshi dated August 20 , 1975 , advising
that the communication regarding salaries of certain
department heads has been referred to the Administrative
Review Committee for study and recommendation.

C_ No. 1503: HAWAII ISLAND HUMANE SOCIETY
From Mrs. Mary Torres pointing out problems she has
observed with regard to the operations of the East
Hawaii Humane Society and suggesting that the new
manager be asked to present the Committee with facts
on the operation of the pound.

(Res. 453) From Finance Director Stanley Nakamae dated
August 18, 1975 , submitting for adoption a Resolution to
contract with bus operators for bus fare of partially
subsidized students.

the University of Hawaii and provide the
funds not to exceed $2 ,000, and that the
assignments be made both to the County
administration and to the County Council
on agreement between the Mayor and the
Chairman of the Council.
