The following are the recommendations of the Finance Committee
which were considered at its meeting of November 24, 1975 :
COMMUNICATIONS
�No. 524 : CLAIM OF RODNEY H. WATANABE
From Rodney H. Watanabe dated October 13, 1975 filing
a claim of $94 for damages to his car which occurred
on October 8, 1973 on Waianuenue Avenue when his left
rear tire fell into an uncovered man hole.
Au-C- 524 .1: From Earl T. Nakasato, Deputy Corporation Counsel,
dated November 3, 1975 advising that they feel the
County of Hawaii is not legally liable for damages
sustained by Mr. Watanabe ' s car and recommends that
his claim be denied.
Accept recommendation of the Corporation
Counsel and recommend that the claim be
denied.
No. 1531.1: SETTING COUNTY OFFICIALS' SALARIES
Copy of letter to Senator Wong, Chairman of the Ways
and Means Committee, from Council Chairman Burt K.
Tsuchiya, County of Kauai, Dated November 13 , 1975,
informing that the Kauai County Council unanimously
rejects the recommendation of their Director of
Personnel Services that the legislature be empowered
to set county officials ' salaries; feels that any
action resulting in removal of authority presently
vested in it would go against the grain of the home
rule concept.
Receive and file; and inform Mr. Tsuchiya
that the Hawaii County Council supports
their views.

No. 1624 : CIVIL SUITS AGAINST POLICE OFFICERS
From Lt. Abel S. Cravalho, Maui Police Department,
President, Hawaii Chapter, FBI National Academy
Associates, dated November 4 , 1975 transmitting for
information a copy of a resolution expressing concern
regarding civil suits against police officers within
the State of Hawaii, which was adopted on October 24 ,
1975 at their 5th Annual Retraining Session.

4.,a- No. 1625 : RE-APPROPRIATION OF FUNDS
(Bill 189) From Director of Finance Stanley A. Nakamae dated
October 28 , 1975, submitting an ordinance bill which
re-appropriates funds to projects that were lapsed:
Safety Walkways - $30, 000; Keaau Senior Citizen Center
Development - $35, 000; and Kukuihaele Community Center -
$25, 000.
Approve and recommend passage of
Bill 189 on first reading.
C - No. 1630 : SPONSORSHIP OF TRANSPORTATION COSTS FOR MOKU 0 HAWAII
ARTS FESTIVAL TOURING GROUP
From Pamela C. S . Grissom, Executive Secretary, East
Hawaii Cultural Council, on behalf of the Big Island
Cultural Steering Committee, requesting financial
support ($900) to defray transportation costs for the
Moku 0 Hawaii Arts Festival Touring Group on
December 5-7, 12-14.
1630.1: From Parks & Recreation Director Milton T. Hakoda
dated November 21, 1975 informing that the Big Island
Cultural Steering Committee' s request is not a depart-
mentally budgeted item and there was no staff involve-
ment in the planning of the event; should the Council
approve this request on a one-time special funding
basis, other groups could make similar requests, and
if the department should cover this cost, other planned
culture and arts programs would have to be curtailed.
1630. 2 : From Deputy Corporation Counsel Katsuya Yamada dated
November 24 , 1975, advising that in evaluating the
request by the Big Island Cultural Steering Committee,
they find that all of the requirements of the guide-
lines for the expenditure of public funds have not
been met and since the case law would establish that
the expenditure of the requested funds would not be

No. 1630.2 for a public purpose, if granted, believes the appro-
priation would be in violation of Section 2, Article
VI , of the Hawaii State Constitution; therefore,
recommends that the requested funds be denied.
Deny request of the Big Island Cultural
Steering Committee and transmit copy of
Corporation Counsel ' s opinion to the
writer.
