The following are the recommendations of the Finance Committee which
were considered at its meeting of February 9, 1976:

From HSAC Vice President-Hawaii Ikuo Hisaoka dated
January 26, 1976 requesting the Finance Committee to
recommend approval of an appropriation in the amount
of $5,000 for Hawaii County' s pro rata share of the
cost of hiring a legislative attorney for the current
legislative session and that the Finance Director be
directed to provide the necessary funds.
Approve and refer to Finance Director
for funding.

OF POLICE DEPARTMENT
From Mayor Herbert T. Matayoshi dated January 27, 1976,
informing that the police department has received
approval for Federal funding for three additional
personnel for the Criminal Intelligence Unit to cope
with the problem of monitoring the activities of
organized crime in the County of Hawaii and requests
creation of three new Police Officer II, SR-18,
positions to be assigned to the unit.
Approve request.

4e- No. 1722: BIG ISLAND PORTUGUESE CULTURE CLUB - REQUEST FOR FUNDS
From Herbert De Luz, President, Big Island Portuguese
Culture Club, dated February 2, 1976, informing that
they are planning a Bi-Centennial Celebration to be
held at Kulana Naauao on May 29, 1976 to mark the
immigration of Portuguese to Hawaii in 1876 and asks
financial assistance in their endeavor.
Inform writer that in compliance with
the ruling rendered by the Corporation
Counsel regarding public expenditure of
funds, the Committee feels the County is
legally unable to provide financial assist-
ance; however, will refer to the administra-
tion to assist in an advisory capacity
through the County's Culture and Arts
Division. Recommend the Big Island
Portuguese Culture Club also seek assist-
ance from the East Hawaii Cultural
Council; Mr. Tadao Okimoto, Director of
the Wailoa Center; and the Hawaii Bi-
Centennial Committee.

SUBJECT: CRIMINAL INTELLIGENCE UNIT POSITIONS •

The following is the information you requested by telephone on this
date regarding our request for additional personnel for the Criminal
Intelligence Unit, Communication No . 1710 :
The questions are answered as follows :
1 . How much will we get from the Federal Government?
The Federal Government will contribute $50, 310 to this project
with matching monies from the State in the amount of $2 , 795 and
from the county, .. $3, 169 . Total project cost will be $56 , 274
and the County match will come from the budget of the police
department.'
2 . What will the salary be for the three new positions? .
These three new positions will be rated SR-18B which calls
for an annual salary of $10, 536 or a total of $31 , 608 for the
three positions . The balance of the project monies will be
used for the purchase of radios , travel , per diem, car allow-
ances and equipment:
3 . How long will the Federal funding continue?
It is expected that this funding will continue for at least
the next three years and possibly a year or two beyond that .
We will have made a decision regarding the value of continuing
these positions, well before. ::then.
4 . How will these tlir"eepo'sitions be used and where?
As intelligence men these persons will be used to assist in
the gathering,."of nf�ormation-•regarding the activities of
organized crime ` At present such activities are concentrated
in the Hilo and Kona areas making it necessary to devote large
numbers of man hours to interviews , surveillance and information

gathering throughout the island. One of these positions will
be used to beef up the two-man intelligence unit presently
assigned to Hilo with responsibility for the entire island
and the other two positions will be used to establish an
intelligence unit in Kona where a large amount of organized
criminal activity exists .
