were considered at its meeting of May 5, 1976:

Aec,(2- No. 1406.4: GENERAL OBLIGATION BONDS
(Res. 569) From Director of Finance Stanley A. Nakamae dated
April 29, 1976, transmitting pursuant to the provisions
of Ordinance 139 a resolution fixing the details of
$7,000 ,000 general obligation bonds sold on April 29 , 1976,
at an average interest rate of 5.95011 percent.
Approve and recommend adoption of
Resolution 569.
�No. 1694: TAX APPEALS REVIEW BOARD
Statement made by Mary C. Torres at the January 20
Council meeting asking the Council to put a stop to the
Tax Appeals Review Board from holding any more meetings
to hear appeals and to "place an injunction on any
further collection of taxes , return all taxes collected
to date and all properties in this County be reassessed
fairly without discrimination. "

/. --C- No. 1819: ANTICIPATED INCREASES IN ELECTION COSTS
From County Clerk Ted T. Suzuki dated April 6, 1976,
informing that the increase in cost for the 1976 Primary
and General Elections as a result of Act 193 is estimated
at $16, 300 which includes cost for translating and
printing the necessary election material and providing
oral assistance in Japanese and Filipino, the designated
minority groups for the County of Hawaii.

No. 1822: SUPPORT OF POLICE CHIEF ERNEST J. FERGERSTROM
From Council Chairman Yamada dated April 6, 1976,
transmitting for information communications supporting
the Chief of Police in filling of vacancies and in his
administration of the department.

/6„c- No. 1830: COUNTY BUILDING WATS SYSTEM
From County Clerk Ted T. Suzuki, dated April 14, 1976,
informing that in accordance with Rec. 1/FC-59, the
Hawaiian Telephone Company conducted an analysis of
the toll calls made outside of the County' s full-time,
WATS System by agencies within the County Building,
covering a five-month period from November 1975 to
March 1976. Based on the findings of the analysis,
recommends the installation of two additional measured
WATS lines with access limited to the offices of the
Mayor, Council, Corporation Counsel and Prosecuting
Attorney. Other agencies will have access to the
measured WATS system by dialing the switchboard operator
when the full-time WATS system is in use.
Accept recommendation.
46,u0_ No. 1831: UNIT 11 AGREEMENT
From Mayor Matayoshi dated April 20 , 1976, informing that
the Agreement between the Hawaii Fire Fighters Association,
Local 1463 , International Association of Fire Fighters ,
AFL-CIO, and the County of Hawaii has been negotiated
and ratified by unit employees with negotiated wages
to become effective July 1, 1976, reflecting an 8. 5 percent
increase. The cost item to be approved by the Council
involves wages and the cost of the total increases will
be reflected in the budget for fiscal year 1976-77.
Approve cost item for Unit 11.
/„ _ Ce No. 1832: UNITS 2 , 3,4,8 (UH) and 13 - AGREEMENTS
From Mayor Matayoshi dated April 20, 1976, informing that
the Agreements between the HGEA, AFSCME, Local 152,
AFL-CIO, and the Employers (the State of Hawaii, City
and County of Honolulu, the Counties of Hawaii, Maui
and Kauai ) have been negotiated and ratified by employees
for Units 2, 3,4,8 (UH) and 13 with negotiated wages to
take effect July 1, 1976, feflecting the total increase
per month of 1. 5 percent and $70.00, both increases
computed on the June 30, 1976, salary. The cost item

ZNo. 1846: BUDGET REVIEW
From Councilman Carpenter dated April 27, 1976, requesting
that the administration be asked to provide a list of
the reductions made by each department so that the
Council may be apprised of the areas where cutbacks were
made in order to meet the 9 percent budget reduction
requested of the departments.

RESOLUTIONS
No. 568: SALARY ORDINANCE AMENDMENT
Amends the Salary Ordinance for the Departments of
Research & Development and Fire.
