Nakamae dated May 4, 1976, reporting pursuant to Section 4 of Ordinance 139 the events concerning the issuance and sale of $7,,000,000 Public Improvement Bonds, 1976 Series Al of the County of Hawaii. /No. 1536.4: /No. 1683: From Director of Finance dated May 4, 1976, trans- mitting for filing the supplementary summary as of April 28, 1976, required to be prepared within thirty days of the delivery of a new bond issue which is scheduled for May 111 1976. Concurrences by the Finance Committee Chairman and Corporation Counsel have been obtained by law. Receive and file. FEDERAL GRANT PROGRAMS - QUARTERLY REPORT From Director of Finance Stanley A. Nakamae dated May 51 1976, submitting for information the quarterly report on Federal grant programs as of March 31, 1976. Receive and file. FINANCIAL AUDIT - FY 1974 -1975 From Legislative Auditor R.B. Legaspi dated January 2, 1976, submitting for review the finalized financial audit of the County of Hawaii covering fiscal year 1974-1975, as submitted by the certified public accounting firm of Haskins and Sells. As in past audits , they have requested an "overview" of the report from the Office of the State Legislative Auditor. ,66c, 0, - 1683. 1: From State Legislative Auditor Clinton T. Tanimura dated April 27, 1976, submitting copies of "An Overview by the Legislative Auditor, State of Hawaii , of the Financial Audit of the County of Hawaii, Fiscal Year 1974-1975. " Accept recommendations of the State Legislative Auditor and request periodic progress reports on the audit recommendations from the administration. arfi ? No. 1837: AINAOLA-KULALOA ROAD DRAINAGE IMPROVEMENT From Chief Engineer Edward Harada dated April 12 , 1976, informing that low bid for the subject project was $142 , 275. 60 and funds available amount to $77, 284.09. Allowing for a 3 percent contingency an additional appropriation of $69,000 would be required. Since the past appropriation was Council initiated, transmits information for the Council' s consideration. Approve and refer to Director of Finance for funding. No. 1849. 1: 1976-77 BUDGET From Mayor Matayoshi dated May 3 , 1976, informing that additional State grants-in-aid to Hawaii County in the sum of $3 ,010,000 for fiscal year 1976-77 obviated the need to cut services or raise tax rates but cautions against increasing spending without consider- ing the impact of such spending in the years after next, when several major sources of supplemental funding may be terminated. In the meantime, some adjustments were made to the preliminary budget and these adjustments were incorporated in the executive budget submitted to the Council. These adjustments were not the result of the nine percent reduction request made to executive agencies. Receive and file. 411410 FC-68 -3- May 12 , 1976 No. 1855: RETURN OF HSAC CONVENTION FUND SURPLUS TO COUNTIES ON SAME PRO RATA BASIS AS CONTRIBUTED From Hawaii State Association of Counties President Goro Hokama dated April 13, 1976, submitting Hawaii County' s refund of $1, 159. 02 from the HSAC convention fund surplus of $11, 530. 54 plus accrued interest. Receive and file. Ijoo C No. 1864: LAVA BARRIER SYSTEM FOR THE PROTECTION OF HILO From F.M. Pender, Colonel, Corps of Engineers , District Engineer, dated April 30, 1976, informing that long- term solutions , alternatives and more detailed plans for protecting Hilo from lava flows will be presented in an updated report, "Review Report on Survey for Lava Flow Control, " which would require Congressional authorization and appropriation of study funds estimated to be at $200 ,000. Once funds are approved and work initiated, completion of the study is expected in about three years. Recognizing the current threat to the city of Hilo and the need for immediate action, the December 1975 report on "Lava Barrier System for the Protection of Hilo" was developed as an emergency action plan, ' based on an initial review of the problems. Certain preconstruction effort prior to an eruption which would provide the necessary engineering and technical data to enable an immediate initiation of barrier construction under emergency conditions is outlined in the December report. Funds estimated at $20,000 to accomplish this work must be provided by the State or local government, as Federal funds would not be available prior to a State of emergency. Refer to administation to look into availability of State or Federal Civil Defense funding. Pet. 25. 1:. FIRE STATION FOR KOHALA (Pet. 25/FC-66) From Mayor Matayoshi dated May 4, 1976, informing that progress on the planning criteria for future Fire Department expansion or redeployment is on schedule and should be available for their review shortly.
