The following are the recommendations of the Finance Committee
which were considered at its meeting of May 25, 1976:
COMMUNICATIONS
�No. 1784. 2: HAWAII COUNTY FIRE DEPARTMENT RADIO MAINTENANCE
CONTRACT BID PROCEDURES (6-1784, 1784. 1/FC-66)
From Mayor Matayoshi dated May 10, 1976, informing
that the Fire Department is presently negotiating a
contract to hire a consultant to develop a communica-
tions plan for the County to include radio maintenance.
Advises that the manual on bid procedures are updated
as required and that the amendments legislated in
1975 have been incorporated.

No. 1819. 1: ACT 193 - LANGUAGE MINORITY GROUPS
From William P. Bechtel dated May 10, 1976, informing
that he cannot support any funding for the primary
and general elections giving favored treatment to
the Japanese and Filipinos designated as "language
minority groups" by Act 193; feels that Act 193 is
highly discriminatory to other historical ethnic
groups living in Hawaii with various tongues.

No. 1864. 1: LAVA BARRIER SYSTEM FOR THE PROTECTION OF HILO
From William P. Bechtel dated May 12, 1976, informing
that his main objection is understanding that Federal
funds would not be available prior to a "state of
emergency" ; feels ' that Federal, State and local
government should be working together in this area
with the Federal government funding a fair share.
