The following are the recommendations of the Finance Committee
which were considered at its meeting of June 8, 1976:
COMMUNICATIONS
�No. 1676. 3: REAL PROPERTY TAX ASSESSMENT PROBLEMS
From Councilwoman Merle K. Lai dated May 21, 1976,
submitting for information and files copies of letters
regarding the real property tax assessment problems
as a follow-up to her previous communications.
Receive and file.
"No. 1686: CLAIM - EUGENE T. NARIMATSU
From County Clerk Ted T. Suzuki dated January 8, 1976,
transmitting for appropriate action a claim filed
by Mr. Eugene T. Narimatsu for reimbursement of
items valued at approximately $277.00 withheld as
evidence by the Police Department which cannot be
located; informs items were stolen from his car
parked in the employee parking area at the Hilo Airport
on June 6, 1976.
1686. 1: From Deputy Corporation Counsel Lionel D. Meyer dated
May 25 , 1976, informing that the subject claim has
been settled in the sum of $235.00; transmits for
filing with the County Clerk' s Office the Release
executed by Mr. Narimatsu.

�No. 1754: FORMER POLICE STATION SITE
From Carl A. Moon, Chairman, East Hawaii Cultural
Council, dated February 17, 1976, submitting for
consideration their recommendation that the County
retain the former police station on Kalakaua Street

1754: for development of a community cultural center and
pursue its efforts to acquire the Federal Building
upon its probable discontinuance in the near future
in order that Kalakaua Park, the historic buildings
around it, and those public owned buildings , may be
preserved and restored with appropriate uses as a
showplace for the cultural activity in the Hilo
community.
'1754. 1: From Lois Goebel, President, Big Island Artists Guild,
dated March 8, 1976, informing of their desire to
secure the post office building and the old police
station for use as a community cultural center.
1754. 2: From Mary W. Earl, Civics Chairman, Hilo Woman' s Club,
dated March 9 , 1976, informing of their interest in
the possible use of the building either for a cultural
center or additional office space for private or
public agencies .
1754. 4: From William P. Bechtel dated May 10 , 1976, urging
the County to preserve the old police station building
on Kalakaua Street for multi-cultural and artistic use.
1754. 5: Copy of letter to Donald Tong, County Coordinator,
Downtown Plan, from Tony Taniguchi, President, Hilo
Downtown Improvement Association, dated May 10, 1976,
informing of their consensus of opinion that the
County should take the lead in improvements to renovate
and revitalize the downtown business community by
restoring the old police station building to a usable
condition, possibly to house County agencies that are
crowded or in need of more office space.
1754. 6: From Mayor Matayoshi dated May 26, 1976, transmitting
for information copy of letter to the Hawaii County
Council in response to letters of inquiry.

'No. 1864. 2: LAVA BARRIER SYSTEM FOR THE PROTECTION OF HILO
(C-1864/FC-68)
From Mayor Matayoshi dated May 25, 1976, informing
that there are funds available to the State Department
of Defense from the recently closed session of the
Legislature for preliminary engineering work to be
done for a lava barrier system for the protection
of Hilo. These funds should become available shortly
after July 1, 1976, or as soon as the Governor may
release them.

informed of funds as it becomes

No. 1885: REVENUE SHARING FUND
From Director of Finance Stanley A. Nakamae dated
May 21, 1976, submitting a copy of the audit report
of the Revenue Sharing Fund for the year ended
June 30, 1975, conducted by Haskins and Sells ,
Certified Public Accountants; informs their examination
did not disclose any matter of non-compliance with
generally accepted auditing standards and the "Audit
Guide and Standards for Revenue Sharing Recipients. "

A„ d - No. 1897: HERBERT C. SHIPMAN PARK
(Bill 230) From Parks & Recreation Director Milton T. Hakoda
dated June 2 , 1976, informing that Phase 1 development
of the subject park has been estimated to cost
approximately $135 ,000 and available funding total
$50, 000; therefore, an additional appropriation of
$85,000 is required before the project can be advertised
and bids received.
Approve and recommend passage
of Bill 230 on first reading.
RESOLUTIONS
Res. 587: SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Multi-Purpose
Community Center (LEAA) .
Approve and recommend adoption.

Res. 589: SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Department of
Parks and Recreation (Recreation Division) and
(Maintenance Division) ; Fire Department; and
Police Department.
Approve and recommend adoption.
Res. 593: COMPREHENSIVE EMPLOYMENT & TRAINING ACT (CETA)
Endorses all efforts for the support and continuation
of the Federal CETA program as a just and necessary
action for the alleviation of the County' s already
• high unemployment status.
