The following are the recommendations of the Finance Committee which
were considered at its meeting of September 8, 1976.
COMMUNICATIONS
No. 1284. 1: HELICOPTER GUIDELINES
From Lillian Hayselden, Chairperson, Police Commission,
dated August 13, 1976, informing that the Corporation
Counsel requested that the Commission not take any
formal action until the helicopter guidelines are
reviewed by their office; will keep Finance Committee
advised of any future action on the subject.

No. 1536. 5 : FEDERAL GRANTS-IN-AID PROGRAMS
From Director of Finance Stanley A. Nakamae, dated
August 18, 1976, submitting for information a quarterly
report by the Internal Control Auditor on Federal
grants-in-aid programs which includes a listing of
Federal monies actually received by projects during
the fiscal year ended June 30, 1976.

�No. 1960: CIVIL SERVICE POSITIONS
From Councilman Andrew C. Levin dated August 4, 1976,
recommending that the Council take the lead in improv-
ing the merit system of civil service, by writing
into the County Code of Ethics, that no elected offi-
cial may, directly or indirectly, recommend any per-
son for a civil service position or in any way attempt
to influence the filling of any civil service vacancy.
This would give the general public added trust and
confidence in the civil service system and it would
free not only persons making appointments but the
elected officials themselves from the political pres-
sures that sometimes unduly influence the decision-

No. 1960. 1 : From Mayor Herbert T. Matayoshi dated August 25, 1976,
informing that since employment by elected officials
is regulated by Section 76-92, HRS, it seems the
correct procedure would be to amend that section if
changes are desired. On the basis of recent Federal
exposures in this area, feels there is merit in
Councilman Levin' s proposals, but suggests the subject
be referred to the Council' s Legislative Committee
for further consideration as a statutory amendment.

No. 1977 : SALARY ORDINANCE OF 1976
(Bill 240) From Mayor Herbert T. Matayoshi dated August 13, 1976,
submitting in accordance with Section 3-14 of the
County Charter, the salary ordinance for the various
departments of the County of Hawaii. Interim amend-
ments to the ordinance will be submitted through
resolution as needs arise.
Approve and recommend passage of
Bill 240 on first reading.
No. 1983 : NAALEHU AND PAHALA FIRE STATIONS ('Rec. 2/FC-73)
From Mayor Herbert T. Matayoshi dated August 18, 1976,
informing that steps are now being taken to imple-
ment the recommendation regarding manning of the
subject stations.

4w,C No. 1985 : FINANCIAL IMPACT STATEMENTS (FIS)
(Bill 241) From Councilman Dante K. Carpenter dated August 23, 1976,
recommending that the County Council adopt a policy
that would guarantee austerity and accountability as
a continuing commitment of county government and
submits for consideration and deliberation a
"Draft Proposal" of a bill for an ordinance that may '
accomplish this commitment. Proposes that the Council

No. 1985 : require a financial impact analysis covering five
(con' t. ) years accompany each appropriation request for a
capital project, new positions, contract for services
of $4, 000 or more and purchase of equipment costing
more than $4,000.
Recommend passage of Bill 241 on
first reading and refer back to
Committee.
lko. 1987 : COST OF RADAR ALTIMETER INSTALLED IN COUNTY HELICOPTER
(lec. 1/FC-73)
From Mayor Herbert T. Matayoshi dated August 18, 1976,
informing that the cost of replacing the standard
altimeter in their contracted-for helicopter with
a radar altimeter cannot be justified; the increased
accuracy is of little value when considering that
pilot judgment will be used with either instrument.

'ko. 2011: AUDIT OF ACCOUNTS
From Director of Finance Stanley A. Nakamae dated
August 30, 1976, informing that pursuant to Section
10-13 of the Hawaii County Charter, an audit was
conducted on the accounts maintained by former
Police Chief Ernest J. Fergerstrom and by the Police
Department during the fiscal year ended June 30, 1976,
and the one-month period thereafter to July 31, 1976,
and found the accounts and inventory to be in order.

Res. 606: SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Hawaii Civil
Defense Agency and Police Department.
