COMMUNICATIONS No. 517. 7 : CERTIFICATION BY DIRECTOR OF TAXATION OF THE NET TAXABLE REAL PROPERTY WITHIN THE COUNTY OF HAWAII From Director of Taxation Gordon Y. H. Wong dated October 5, 1976, submitting his certificate showing the net taxable valuation of real property within the County of Hawaii; this certificate is furnished in connection with the setting of the real property tax rates for the County of Hawaii for the tax year begin- ning July 1, 1976. Receive and file. �No. 1284. 2: HELICOPTER GUIDELINES Copy of letter to Police Commission Chairperson Lillian Hayselden from Deputy Corporation Counsel Lionel D. Meyer dated September 15, 1976, advising that in keeping with the spirit and letter of Section 7-2. 3, Chapter 2, Arti- cle VII of the County Charter and Rule 11 of the Police Commission Rules and Regulations, it is their opinion that the guidelines governing the use of the County heli- copter should not be included within the Police Commis- sion' s Rules and Regulations because the guidelines are by definition and content administrative in nature; how- ever, it should be borne in mind that the Police Com- mission may inquire into the administrative matters surrounding the usage of the County=contracted helicopter. ,6 - 1284. 3: From Acting Chief of Police Martin K. L. Kaaua dated September 28, 1976, informing that the Police Department has been operating within the helicopter guidelines proposed by Prosecuting Attorney Paul de Silva and accepts them to be the policy of their department. October 13, 1976 Request the administration, Corporation Counsel, Prosecuting Attorney, Chief of Police, Police Commission, and Council review the guidelines regarding the use of the County helicopter in light of the complaints that have been received and comment on whether the guidelines should be changed to take care of those concerns or whether there is need to formalize the guidelines as policy. No. 1910: CLAIM - MRS. LEI BRANCO From. Mrs. Lei Branco dated June 15, 1976 submitting claim for damages to her car. Informs while driving to her residence on June 3, 1976, her vehicle hit a large chuckhole fronting 1750 .Ainaola Drive which caused unrepairable damage to the right rear tire ream. 4_02,C- 1910. 1: From Assistant Corporation Counsel Stephen G. Bess-' dated September 20, 1976 informing that after having investigated the claim of Mrs. Branco, they do not be- lieve that the County can be held responsible for the alleged damages to her vehicle; accordingly, recommends that the claim for damages be denied. Accept recommendation of, Corporation Counsel and recommend that the claim be denied. /No. 1947 : CLAIM - HENRY HULAMA . From Henry Hulama dated. July 21, 1976 filing claim for damages to his vehicle. Meyer dated September. 21, 1976 informing that after investigation, ,, they feel that although the County owed a duty of care to the public, it did not breach that duty and- is, therefore, not responsible for the damages resulting from the untimely accident. Accept recommendation of Corporation Counsel and recommend that the claim be denied. 111 FC-78 - 3 - October 13, 1976 - No. 2054: NEED FOR AMBULANCE IN SOUTH KOHALA AREA From Alwyn G. Hansen, President, Waimea-Kawaihae Com- munity Association, dated September 23, 1976, submit- ting copy of letter sent to the Governor on the need for an ambulance in the South Kohala area, and requests help in getting the Governor to release $50, 000 for the purchase of an ambulance. If a vehicle were made available, the Fire Department would see to its staffing and proper response technique. Support the Waimea-Kawaihae Community Association' s request for ambulance services and refer to Corporation Counsel to prepare appropriate resolution. Res. 641: REAL PROPERTY TAX RATES - FY 1976-77 (Amended) Determining the real property tax rates for the County of Hawaii for the fiscal year July 1, 1976, to June 30, 1977.
