The following are the recommendations of the Finance Committee which
were considered at its meeting of October 26, 1976.
CCOMMUNICATIONS
"No. 1258: STUDY OF REVENUES (M-53)
From Director of Finance Stanley A. Nakamae dated
April 7, 1975, responding to Motion 53 on study of
revenue sources.
Refer to appropriate committee
of the new County Council.
No. 1275 : REAL PROPERTY ASSESSMENTS
From Gordon Y. H. Wong, Director of Taxation, dated
April 22, 1975, responding to Resolution 338 relating
to real property assessments.
Refer to appropriate committee
of the new County Council.
No. 1695 : PROJECTIONS FOR REAL PROPERTY ASSESSED VALUATIONS
From Director of Taxation Gordon Y. H. Wong dated
January 16, 1976, submitting projections for real
property assessed valuations for tax rate purposes
for use in the budget process. Advises that one of
their major steps to improve the real property assess-
ment program is the modification in the ratioto market
from 70P ercent to 50 percent of the fair market value
and outlines in detail their considerations in adopting
this modification.

/No. 1943 : CLAIM - CHRISTIAN BERG
ACCIDENT OF JUNE '13, 1976
From Christian Berg filing a claim of $2, 000 for
injuries sustained on June 13, 1976 on Alii Drive in
Kona. Informs incident occurred because there was a
large hole in the road which his motor bike nose dived
into and he wasthrown off his bike and sustained a
broken right leg and ankle.
From Assistant Corporation Counsel Stephen G. Bess
dated October 18, 1976 recommending that the claim be
denied; their investigation indicates that other per-
sons may be responsible for Mr. Berg' s claim.
Accept recommendation of Corporation
Counsel and recommend that the claim
be denied.
�No. 2031. 2 : REAL PROPERTY HOME EXEMPTIONS
From Manager Akira Fujimoto, Department of Water Supply,
dated October 7, 1976, informing it is not possible
to include with the water bills the notice of reminder
to claim real property home exemptions and explains
reasons why.

DESIGN CONTEST
From E.war. C ep ic, Hawaii County Bicentennia P an-
ning Coordinator, dated September 29, 1976, informing
that their ultimate goal is to have the Council ratify
the basic design as an appropriate flag for the Island
of Hawaii, if they deem it worthy. As the total cost
of theroject to date (prize money and design repro-
duction has exhausted their account, alternative
sources of funding the flag development will be neces-
sary if the flag design is received favorably by the
Council; the total amount of funds needed to make the
flag will be determined by the amount' of flags to be
produced.
Ratify the basic design as an appro-
priate flag for the Island of Hawaii.
(Mr. Kawahara voted with reser-
vation. )

Motion 44: GUIDELINES - COUNCILMEN' S MILEAGE
Request the Finance Committee Chairman to come up with
guidelines and/or recommendations regarding mileage
for councilmen to functions other than council and com-
mittee meetings. (Yamada)

ORDINANCE
Bill. 250 : CIP BUDGET AMENDMENT
Amends Ordinance 211, the Capital Budget, by adding
$50, 000 for Baker' s Beach Acquisition & Development
and transferring $93, 467 from various project balances
to Kau Parks & Facilities.

AMENDMENT
Comm. 2064: HAWAII COUNTY BICENTENNIAL COMMITTEES BIG ISLAND FLAG
DESIGN CONTEST
From Edward Cheplic, Hawaii County Bicentennial Planning
Coordinator, dated September 29 , 1976, informing that
their ultimate goal is to have the Council ratify the
basic design as an appropriate flag for the Island of
Hawaii, if they deem it worthy. As the total cost of
the project to date (prize money and design reproduction)
has exhausted their account, alternative sources of
funding the flag development will be necessary if the
flag design is received favorably by the Council; the
total amount of funds needed to make the flag will be
determined by the amount of flags to be produced.
Defer ratification of the basic
design pending a final comment
by the artist on Comm. 2064. 1.
