The following are the recommendations of the Finance Committee which
were considered at its meeting of November 9, 1976.
COMMUNICATIONS
"No. 1347 : CLAIM - ALII KAI APARTMENTS
From Mayor Herbert T. Matayoshi dated June 3, 1975
submitting for appropriate action a claim in the amount
of $59. 56 to repair the sliding door, window frames,
etc. damaged by the vice squad when they forcibly entered
into Alii Kai Apartment #211 on April 14, 1975.
,C- 1347. 1: From Assistant Corporation Counsel Stephen G. Bess
dated October 14, 1976 informing that after conducting
an investigation, they do not believe the County is
responsible for the damages; accordingly, recommends
that the claim be denied.
Accept recommendation of Corporation
Counsel and recommend that the claim
be denied.
No. 2039 : COMPUTER SCIENCES CORPORATION - DATA PROCESSING
From Vincent R. Grillo, Jr. , Vice President, Computer
Sciences Corporation, dated September 13, 1976 trans-
mitting reprint of a recent article in the State and
County Administrator, in which Chairman Diedrich des-
cribes Orange County' s Facilities Management contract
with CSC to provide all of its data processing functions.
2039. 1: From Mayor Herbert T. Matayoshi dated October 20, 1976
informing that he believes facilities management is not
feasible at this time.

�No. 2041 : COMPLAINT AGAINST POLICE HELICOPTER
Copy of letter from Ms. Lisa Brenner dated September 16,
1976, filing a formal complaint against the police
helicopter which flew over her house on September 14.

transmitting copy of his reply and the police ' depart-
ment' s reply to Ms. Lisa Brenner.`

�No. 2042 : COMPLAINT AGAINST HELICOPTER SURVEILLANCE
Copy of letter to Mayor Matayoshi trom Tsignature ille-
gible) dated September 18, 1976, complaining about
the County helicopter flying over Ahualoa looking for
marijuana and taking pictures of the area and informs
that he is angry to have his basic . rights to privacy
against illegal search and seizure violated as he
feels this activity represents.
2042. 1 : From Mayor Herbert T. .Matayoshi dated October 25, 1976
informing he has been advised by the police department
that they extended considerable effort in attempting
to interview the author of the letter (C-2042) but
wereunable to 'establish a bona fide name or address
and concluded that the writer wished to remain anonymous.
For this reason, no further action is contemplated.

C- No 2087 : USE OF COUNTY HELICOPTER
From Councilman Andrew C. Levin dated November 3, 1976,
proposing, . with the full . support of the Chief of Police,
that on all search flights, a civilian volunteer ride
in the helicopter as an observer so that when people
claim invasions, of. privacy,, those impartial volunteers
could defend the police officers and refute the unfair
charges.

Pet. 29 : • PROTEST INVASION OF PRIVACY
From concerned citizens, Kona District, protesting the
police vehicles :and helicopter invading their privacy,
trespassing, and harrassing them on their private
property.

Pet. 29. 1: . From Prosecuting Attorney Paul M. de Silva dated
August 12, 1976, informing has no capability of
investigating nature of the complaints; if allegations
are investigated, can continue to advise the police
as to what policies they must follow to. fully comply
with constitutional requirements.
/ . Pe. 29. 2 : From Chief of Police Guy A. Paul dated October 20,
1976 informing that local court decisions have upheld
their position that use of the helicopter does not
constitute a violation of anyone' s privacy rights.
On October 6, 1976, Civil No. 74-267 was filed in the
U. S. District Court in Honolulu which will again
test this issue.

/64e. Motion 81: FY 1976-77 BUDGET - REVISED ESTIMATES
' Request the Finance Director to present to the Finance
Committee revised estimates of pertinent revenues and
expenditures for the:. balance of fiscal year 1976-1977.
