The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meeting of
February 14, 1973 :
COMMUNICATIONS
No. 26 : RESOLUTION 581 - RESTAURANT IN WAIPIO VALLEY
From Governor Burns dated December 11, 1972,
acknowledging receipt of Resolution No. 581,
requesting deferral of action on an application
to establish a restaurant in Waipio Valley until
a master plan for developing the valley is
completed. Informs that by law (Section 183041,
HRS ) , the Board of Land and Natural Resources
must act on the application no later than its
regular meeting on March 23, 1973 . If there is
reasonable assurance that the master plan underway
will be completed and in the hands of the Board in
time for its deliberation in March, feels that
the Board will give the Council' s request serious
consideration.
26.1 : From Takashi Domingo, President, "Friends of Waipio, "
dated January 5 , 1973, informing that their group wants
to protect Waipio for conservation and agriculture and
supports the present zoning which if left unchanged,
should preserve the Valley. Should Mr. Butcher drop
the entire matter, requests that the County, not the
State, investigate the future possibilities for a
Ti house and include it in the Master Plan being
prepared by the Hamakua Development Council.
26. 2 : From Merrill Toledo, President, "Taro Farmers of
Waipio, " dated January 6, 1973 , informing that their
primary concern is to preserve Waipio Valley for
agriculture and to improve its taro farming. They
are concerned that any type of commercial venture

in the Valley may set the trend toward land speculation
and any increase in traffic on the already dangerous
road into the Valley may prove hazardous. Requests
help to convince the State Board of Land & Natural
Resources to deny Mr. Butcher' s restaurant permit to
protect their livelihood which has existed for
generations .

No. 64: APPOINTEES
From Mayor Kimura dated December 29, 1972, submitting
for confirmation appointees to the Planning Commission,
Civil Service Commission, Water Commission, Board of
Ethics , Liquor Control Adjudication Board, Liquor
Commission, Police and Board of Appeals.
, G'-64. 1 : From Mayor Kimura dated January 19 , 1973, withdrawing
the appointment of Mr. Remegio Salazar, Jr. , from the
Planning Board of Appeals because his school responsi-
bilities and schedules prevent him from fulfilling
the obligations of his commission.
Confirm the appointments of
Reverend Arthur W. Martin and
Mr. Daniel James Johnson, Jr. ,
to the Planning Commission.
No. 71: PROBLEMS OF LILIUOKALANI VILLAGE
From Councilman Kawahara dated January 4, 1973,
bringing to the Council' s attention the following
problems of the residents in the Liliuokalani Village
pertaining to conditions in this low cost CHOICE
project:
1. Many of the residents are unhappy about the
"cluster" system with "common" land areas and
the "back-to-back" construction of the units ;
2. The management of the common area is already
presenting problems and these problems are going
to be monumental as time goes on;
3. They are having problems in the running of their
swimming pool;
4. They object to the County maintained lights placed
on individual carports which cause a dangerous
glare and are very unfunctional.

Suggests that in future increments of this development,
serious consideration be given to subdividing the lots
in the conventional manner to permit each owner to
be "king of his own castle. "
71, 1: From the residents of Queen Liliuokalani Village
dated February 2, 1973, informing that Councilman
Kawahara' s statements in C-71 are somewhat exaggerated
and that they are happy to be living there and thankful
for the opportunity to own a home rather than renting:

HALEKII , SOUTH KONA
(TMK: 8-1-03 :35 , 45, 44, 46, & portion of 47)
From Planning Commission dated January 18, 1973,
transmitting for adoption Bill 964 to change the
district classification from an Agricultural (A-5a)
to a Village Commercial (CV-7.5 ) , Multiple Family
Residential (RM-2) and Single Family Residential (RS-10)
zoned district at Halekii, South Kona.
Approve and recommend passage
of Bill 964 on first reading.
RECOMMENDATION
No. 1: Recommend that futurist Dr. John McHale of the East
<4e,"Cou"7 West Center be invited to speak to the Council and
Administration on his views of the future of Hawaii.
