HomeMy WebLinkAboutREP PRDC 005 02/28/1973 1972-1976 PLANNING, RESEARCH AND DEVELOPMENT COMMITTEE • REPORT NO. 5 Hawaii County Council • Hilo,Hawaii The following are the recommendations of the Planning, Research and Development Committee which were considered at its meeting of February 28, 1973 : • COMMUNICATIONS No. 61: NO PARKING AT REUBEN' S RESTAURANT, KAILUA From Councilman Kawahara dated January 2, 1973 , pointing out an example of poor planning at Reuben' s Restaurant where no parking spaces are provided and suggests that an investigation be made as to how such a situation was permitted. Urges that in the future planning and issuing of building permits in the Kailua area, regulations and good planning guidelines be adhered to. • 61. 1: From Planning Director dated February 8, 1973, informing that 24 stalls have been allocated to Reuben's Restaurant by Inter Island Resorts , Ltd. , within their paved parking lot off Hualalai Road mauka of the Mauna Loa Wing. Informs also that there is a service driveway located off Alii Drive for vehicles to load and unload goods for the restaurant and that future developments in Kailua Village will take into consideration Councilman Kawahara' s suggestion that parking be provided on site. Receive and file. �No. 62 : KONA ALII CONDOMINIUM BUILDING From Councilman Kawahara dated January 2, 1973, pointing out that there is no sidewalk in front of the Kona Alii Condominium building which is located on Alii Drive and that the setback of the building seems totally inadequate. Questions why the County has allowed such a poor example of planning to go through and whether all the building requirements have been met. Date: MAR 61973 110 PRDC-5 • - 2 - February 28, 1973 met and that there is a 7-foot concrete walkway located next to the building fronting Alii Drive and also a pedestrian walkway constructed by the County on the makai side of Alii Drive. The following are comments from the Department of Public Works : "Building Permit No. 45949 was issued on September 22, 1970, for the subject condominium. The building as built conforms to Building Code Requirements . " Receive and file. 4 . C- No. 148 : PRESENTATION BY DOROTHEA CARVALHO From Council Chairman Yamada dated February 22, 1973, transmitting the presentation by Dorothea Carvalho at the Council' s February 21 meeting. Refer to the Corporation Counsel for a reply to Mrs . Carvalho. _ No. 151: STREET NAMES - KOMOHANA HEIGHTS SUBDIVISION From Planning Commission dated February 13, 1973 , transmitting for adoption Resolution 27 to name streets within the "Komohana Heights" subdivision, Kukuau 2nd, South Hilo. Approve and recommend adoption of Resolution 27. No. 158 : QUEEN LILIUOKALANI VILLAGE I-B ACT 108 PROJECT From Megumi Kon, Administrator, Act 108 Project, dated February 22, 1973, informing that final plans and specifications for Phase I-B of the Queen Liliuokalani Village have been completed and are ready for review and approval by the Council, as required by the require- ments of Act 108. The Federal FHA, State and County agencies involved with the project plans have completed their review and have accepted them for Act 108 project purposes. Asks for an early meeting with the appropriate Council • Committee to present the project plans in detail for the Committee's review and action. • iio PRDC-5 - 3 - February 28, 1973 Z14_. (2 - 158. 1 : From Megumi Kon, Administrator, Act 108 Project, dated February 27, 1973, transmitting for review and action ' the Act 108 Administrator' s report for Unit I-B of the Queen Liliuokalani Village. Approve of the plans and specifications for Phase I-B of the Queen Liliuokalani Village with the conditions as contained in Communication 158.1. RECOMMENDATI ON 4« Ac- . No. 1 : COMMERCIAL GUAVA PRODUCTION Request the Corporation Counsel to draft a resolution urging the University of Hawaii to publish a new pamphlet on commercial guava production for public distribution. ‹kc� ".°11-/PR-Mi Efforts to acquire copies of past publications on commercial guava culture have been met with the reply from the University that the supply of the pamphlets has been depleted. There is wide interest in commercial guava production and there is need for dissemination of technical information and knowledge to assist prospective producers in Hawaii County where there is known to be high potentials for development of commercial guava production. It is known that extensive research work has been done and is being continued on scientific guava production by the agricultural experiment stations on this island.
