Comm. 166 : PROPOSED AGREEMENT - HUD and EPA From Robert H. Baida, Regional Administrator for Depart- ment of Housing and Urban Development, dated February 16, 1973, requesting comments on proposed agreement for water quality management planning. Receive and file. /Sea_Comm. 167.1: SB 614 - LAND USES From Planning Director Raymond H. Suefuji dated March 9, 1973, submitting copy of testimony. Recommend Council support the position of the Planning Director. , 167.4: SB 617 RELATING TO AN URBAN DEVELOPMENT CORPORATION From Planning Director Raymond H. Recommend Council support Senate Concurrent Resolution 14. Comm. 191.3: SENATE BILL 872 From Acting Director of Research & Development Lloyd T. Sadamoto, dated March 27, 1973, submitting comments on Senate Bill 872. Informs that they concur with the intent of promoting economic development. Receive and file. ,Comm. 191.4: SENATE BILLS 856 and 952 From Planning Director Raymond H. Suefuji dated March 30, 1973, submitting their testimony to'the State Legislature on Senate Bill 856. Maintains that the objectives in Senate Bill 952 are noteworthy. Watt dated March 21, 1973, submitting for approval Bill 982 to change the district classification from an Agricultural. (A-5a) to an Agricultural (A-la) zoned district at Kaao Homesteads, Hamakua. Approve and recommend passage of Bill 982 on first reading. Comm. 227: COASTAL ZONE MANAGEMENT ACT From Planning Director Raymond H. Suefuji dated March 28, 1973, submitting for information the Coastal Zone Management Act which will have critical planning implications, particularly in the management and planning of our coastal areas. Informs that the State Legislature is currently reviewing bills which would implement this Act. Receive and file. RECOMMENDATION No. 1: BOAT RAMP AT HONAUNAU BAY Recommend Council approve and support the construction of a boat ramp at Honaunau Bay and that letters be forwarded to the Advisory Council on Historic Preservation and other governmental agencies.
