and Development Committee which were considered at its meeting of
April 25, 1973 :

Acr Comm. 119 . 2 : SIGN VARIANCE - MAUKA TEXACO SERVICE (C-119 & 119.1/JC-7)
From Robert B. Paddock, Texaco Consignee, dated
March 17, 1973, requesting reconsideration of their
request for a variance to erect the smallest available
Texaco trademark sign which measures roughly 21 square
feet, hexagonal in shape measuring 7' 1-5/8" by
4' 5-3/4" .
Rescind action on C-119 and
119.1/JCR-7 and recommend that
a variance be granted to erect
their Texaco trademark sign,
as requested.

Comm. 194. 1 : KAILUA-KONA - KIOSKS
From Fred & Bette Fay dated March 19, 1973, asking
the Mayor what he is going to do about the kiosks
on the corner of Palani and Alii Drive.

supports the administration in
its effort to remove the kiosks
in Kailua.

'Comm. 222 : AREAWIDE PLANNING CERTIFICATIONS - COUNTY OF HAWAII
From Robert A. Nui, Program Manager, Department of
Housing and Urban Development, dated March 26, 1973,
advising that the Areawide Planning Certifications
for Hawaii County will expire as of March 31, 1973
and urges that the County apply for recertification
of Area/Organization, Comprehensive Planning, Water/
Sewer/Storm Drainage Plans and Programs, and Open
Space Plans and Programs.
222. 1 : From Raymond H. Suefuji, Planning Director, dated
April 23, 1973, informing that they are now in the
process of applying for recertification and submits
a copy of the Affirmative Action Program (AAP)
and resolution adopting the same. The Overall
Program Design (OPD) will be finalized shortly.
The AAP and OPD are components which must be adopted
by the Council as part of the recertification require-
ments.
Ac:. - 222. 2 : From Raymond H. Suefuji, Planning Director, dated
April 25 , 1973, submitting for adoption a copy of
the County's Overall Program Design (OPD) which is a
pre-requisite to the County's areawide recertification
efforts.
Recommend the adoption of :
a) Resolution 58 adopting the
Affirmative Action Program
(AAP) ; and
b) The County' s Overall Program
Design (OPD) .

From Edward Harada, Chief Engineer, dated April 13,
1973 , concurring with the Planning Department' s
recommendation to approve the variance request for
signs at Hale Malie.

A.. Comm. 258 : LAND EXCHANGE - PUNALUU, KAU (Motion 2)
From Raymond H. Suefuji, Planning Director, dated
April 16, 1973, responding to Motion 2 relative
to the land exchange between Mr. Arthur Ulrich and
the State, subject to the Planning Director's
approval. Informs that they would support an
exchange of Mr. Ulrich's land for a comparable
State parcel; however, the only way comparability
can be established is through a resurvey of
Mr. Ulrich's property to determine the actual land
area.
Inform Mr.Arthur Ulrich
that the County supports
his pursuit for a land
exchange with the State.
Comm. 259 : REZONING. _REQUEST - JON B. LOUNSBURY
KALOKO, NORTH KONA (TMK: 7-3-08:63)
From Ed C. Watt, Chairman, Planning Commission, dated
April 13, 1973, submitting for adoption Bill 989 to
change the district classification from an Agricultural
(A-3a) to an Agricultural (A-la) zoned district at
Kaloko, North Kona.
Approve and recommend passage
of Bill 989 on first reading.

From Ed C. Watt, Chairman, Planning Commission, dated
April 13, 1973, submitting P for adoption Bill 990 to
P
change the district classification from a Double
Family Residential (RD-3. 75) to a Multiple Family
Residential (RM-2) zoned district at Honuaula and
Hienaloli 1st, North Kona.
Recommend an additional condition
of approval that the developer be
responsible for providing and
improving access off of Lamaokaola
Street.
Approve and recommend passage
of Bill 990, as revised, on first
reading.

Comm. 261: SUBSIDIZED HOUSING PROGRAMS (Resolution 39)
From Spark Matsunaga, U. S. Representative, dated
April 10, 1973, acknowledging receipt of Resolution 39
regarding certain restrictions which the Administration
has placed on subsidized housing programs and transmits
a copy of HUD's reply regarding this matter.
