The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meeting of
August '9, 1973 :
COMMUNICATIONS
/No. 260. 1: REZONING REQUEST - HAWAII CONFERENCE FOUNDATION OF
UNITED CHURCH OF CHRIST (Bill 990/PRDC-10)
From Raymond H. Suefuji, Planning Director, dated
July 10, 1973, requesting that the matter be deferred
until their study of the property's historical
significance is completed. They will be able to sub-
mit the results of their study within a month.
/teems 260. 2: From Raymond H. Suefuji, Planning Director, dated
July 20, 1973, informing that in their review of
the Thurston House site rezoning it is their opinion
that the Third Circuit Court decision has in effect
designated the 1.6-acre portion of the property as
a historic site with provision for protection of it.
Therefore, the recommendation for approval of the
change of zone still stands.
Bill 990 : Amends the Kailua Urban Zone Map by changing the
(Revised) district classification from Double Family Residential
(RD-3. 75) to Multiple Family Residential (RM-2) at
Honaula and Hienaloli 1st, North Kona.
Approve and recommend passage
of revised Bill 990 on second
and final reading.

No. 288 : SIGN VARIANCE REQUEST - KAMEHAMEHA DEVELOPMENT CORP.
From Frank Corkran, Resident Engineer, Kamehameha
Development Corporation, dated. May 3, 1973, requesting
a sign variance for a proposed entry marker to the
Keauhou-Kona area.
288.1: From Mayor Shunichi Kimura dated May 30, 1973, informing
that the Department of Public Works concurs with the
Planning Department's recommendation for approval of
the variance on condition the size of the sign is
reduced so as not to exceed eight square feet in area,
which is the maximum size for a ground sign in areas
zoned for agriculture.
288. 2 : From Guido Giacometti, President, Kamehameha Development
Corporation, dated June 28, 1973, submitting revised
plans of the sign proposed showing a total square footage
of 22 square feet.
Informs of their desire to construct an idential sign
on Alii Drive adjacent to Kahaluu Park upon completion
of the County road project now underway and requests
consideration to allow them to construct both signs.
288. 3 : From Raymond H. Suefuji, Planning Director, dated
July 25, 1973, reporting on their findings after a
field check of the Mauna Kea Beach Hotel sign.
Accept the recommendation of
the Chief Engineer and Planning
Director and deny the request.

From Emilio Ebanez expressing his concerns on housing
and education.

C- No. 374: CEMETERIES
From Paul T. Mannen, Secretary, Mauna Kea Memorial
Park, dated July 9, 1973, informing that it is their
belief that the County of Hawaii can best be served
by existing non-public owned cemeteries or memorial

parks where an endowment care fund is established to
maintain the property instead of the development of
additional acreage in existing County cemetery areas.

From Ed C. Watt, Chairman, Planning Commission, dated
July 13 , 1973, recommending the adoption of Resolution 91
naming roadways within the Komohana Gardens Subdivision,
Waiakea Homesteads, 2nd Series, South Hilo.
Approve and recommend adoption
of Resolution 91.
; c, 0- No. 384: STREET NAMES - KEAUHOU DEVELOPMENT
From Ed C. Watt, Chairman, Planning Commission, dated
July 13, 1973, recommending the adoption of Resolution 92
naming roadways within the Keauhou resort-residential
development, Keauhou 1 and 2, North Kona.
Approve and recommend adoption
of Resolution 92.

From Ed C. Watt, Chairman, Planning Commission, dated
July 20, 1973, recommending the adoption of Resolution 93
naming roadways within the Kona Highlands Subdivision,
Sections A, B, and C, Kalaoa 1st and 2nd, North Kona.
Approve and recommend adoption
of Resolution 93.
Aped_ No. 387: REZONING REQUEST - TADAYOSHI ISHIZU, ET AL.
PUNAHOA 2ND, SOUTH HILO (TMK: 2-3-34:65)
From Ed C. Watt, Chairman, Planning Commission, dated
July 13, 1973 , recommending the adoption of Bill 1008
to change the district classification from a Single
Family Residential (RS-7.5) to a Neighborhood
Commercial (CN-10) zoned district at Punahoa 2nd,
South Hilo.
Approve and recommend passage
of Bill 1008 on first reading.

MAIHI 1ST & 2ND, NORTH KONA (TMK: 7-9-03 :10)
From Ed C. Watt, Chairman, Planning Commission, dated
July 13, 1973, recommending the adoption of Bill 1009
to change the district classification from an Agricultural
(A-la) to a Multiple Family Residential (RM-1. 25) zoned
district at Maihi 1st and 2nd, North Kona.
Approve and recommend passage
of Bill 1009 on first reading.
No. 390 : HAWAII HOUSING AUTHORITY CHECK
From Yoshio Yanagawa, Executive Director, Hawaii Housing
Authority, dated July 10, 1973, transmitting HHA Check
No. 6340 in the amount of $12,814.83 which represents
Payment in Lieu of Taxes for the fiscal year ended
June 30, 1973, pursuant to the Cooperation Agreement
between the County of Hawaii and HHA regarding federally
aided low-rent housing projects .

Amends Subsection C of Section 11 relating to height
limits in the Multiple Family Residential districts (RM)
and Subsection C of Section 15 relating to height
limits in the Resort-Hotel districts (V) , and amends
Section 7. 29 , as amended, of Ordinance No. 63 (Zoning
Ordinance) , Revised Ordinances of the County of Hawaii
1967, as amended.
Approve and recommend passage
of Bill 1012 on first reading.
RECOMMENDATION
/`er. No. 1 : FISHING INDUSTRY
Refer to Research and Development Department to study
the problem of the decline in the local fishing
industry resulting from a recent federal law prohibiting
the killing of false killer whales and porpoises , and
to submit its findings and recommendations to Committee.

1967, as amended.
Support Bill 1012 in principal and
refer to the Planning Department and
the Planning Commission for appropriate
consideration and review.
