and Development Committee which were considered at its meeting of
October 2, 1973 :
COMMUNICATIONS
No. 451.1: RESOLUTION 98 - TERMINATION OF GENERAL LEASE NO. S-3961
TO MELSAN, LTD.
From Governor Burns dated September 20, 1973, informing
that the Board of Land and Natural Resources, at its
meeting of September 14, 1973, voted to defer action
on Melsan's request for consent to a mortgage and to
extend the building construction deadline. This
matter will be presented at the Board's next meeting
scheduled for September 28, 1973.

PARK & COCONUT ISLAND
From Jerry Rothstein, Chairman, Ad Hoc Committee to

September 10, 1973, keeping the Council informed
of their activities.
462.1: From Jerry Rothstein, dated September 24, 1973,
submitting four documents concerning their desire
to see Resolution 98 a reality.

✓ No. 466: OPPOSES ATTEMPT TO BLOCK CONSTRUCTION OF THE HOTEL
AT BANYAN DRIVE

DRIVE
From Robert G. Grimmer, President of the Hawaii
Island Chamber of Commerce, dated September 20,
1973, expressing their concern about the Council' s
action in attempting to stop the construction of the
Hilo-Hawaiian Hotel.

1 No. 482: PARK LAND FOR HILO AND HOTEL DEVELOPMENT
From Earl Younker, President, Kona Chamber of Commerce,
dated September 19, 1973, making comments on acquiring
park land for Hilo and hotel development.

d No. 483: RESTRAINT ON CONSTRUCTION
From Albert Keamo, Honolulu Building & Construction
Trades Council, dated September 25, 1973, opposing
rules which kill off construction, such as the proposed
three-story height limitation in Keaukaha, the five-year
no resale provision for subdivisions and the 40 percent
building requirement for subdivisions. Urges the Council
to reject these proposals and to adopt procedures which
promote good development instead of stopping it.

/No. 493: HOTEL DEVELOPMENT ON BANYAN DRIVE
From Hiromu Yamanaka dated September 26, 1973, expressing
his concern to the actions intended to be taken by the
Council in reference to the property located adjacent
to Hilo Bay Hotel and the park area across from
Coconut Island. Cites reasons for his concern and
asks the Council to consider the issue wisely with the
growth of Hilo in mind.

September 18, 1973.

From Lloyd T. Sadamoto, Acting Director, Dept. of
Research & Development, dated September 20, 1973 ,
submitting information on the referral to their
department to study the problem of the decline of
the local industry resulting from the recent Federal
law prohibiting the killing of false killer whales, etc.

/No. 506: MELSAN, LTD. - LEASE ON BANYAN DRIVE
From Donald K. Yamada, President, Hilo Contractors'
Association, dated September 25, 1973, transmitting a
copy of a letter sent to Mr. Sunao Kido, Chairman of
the Board of Land and Natural Resources, stating their
position on the Melsan, Ltd. , lease on Banyan Drive.
Feels that the position of the Council on this matter
is not in the best interest for the economy of the
County of Hawaii.

dated September 25, 1973, submitting information on
the use of tilapia as a source of fishmeal.
No. 511: From Leon Thevenin, Hamakua Mill Company, submitting
report and information on tilapia.

Research and Development for
consideration in conducting
their feasibility study for
irrigation water and fishmeal

RESOLUTION
No. 127: AKONI PULE HIGHWAY (C-419/PRDC-15 )
Naming the Kokoiki-Mahukona-Kawaihae Highway the
"AKONI PULE HIGHWAY" in commemoration of his long and
dedicated service to the State of Hawaii.

Approve and recommend adoption.
RECOMMENDATION
No. 1: SPECIAL COMMITTEE - KAILUA
Recommends that PRDC-14/Recommendation 1 be rescinded
and that a special ad hoc committee composed of the
Chairman of the Planning, Research and Development
Committee, Chairman of the Public Works Committee,
and the Councilman from the District of Kona, be
created to discuss all pending matters concerning
the Kailua area and come up with recommendations to
the Council.
