Yuda, Attorney, dated August 31 , 1973, informing that Hilo Soda Works has erected a ground- L:s illuminated sign ( 38 square feet) at the Seven Seas Restaurant located at 865 Piilani Street in Hilo. The applicable provision of Ordinance No. 48 prescribes L 32 square feet. As considerable sums have already been expended to obtain and erect the sign, requests that a variance be granted to permit the operation of this sign. No. 439. 1: From Edward Harada, Chief Engineer, dated October 5, 1973 , recommending that the subject variance be denied and the applicant be instructed to make the size conform to the Sign Ordinance requirements. Submits for adoption one of the following: (1) Planning,Commissions' s Bill "A'.' to propose the change in zone, subject to five conditions. Condition No. 1 be: " . . . .having roofs on 32 units within the first increment to assure that a minimum of 25 percent of the lots. . . . " or (2) Planning Department' s Bill "B" to propose the change in zone, subject to five conditions. Condition No. 1 be': " . . . .having roofs on 51 units -- within the first increment to assure that a minimum of 40 percent of the lots. . . . " Recommend passage of Bill 1019 (A) on first reading and that the Bill be referred back to the Planning Commission with a recommendation that condition "E" be deleted from the Bill.
