The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meeting of
November 26, 1973 :
COMMUNICATIONS
�No. 460: REZONING REQUEST - HERBERT T. MATSUNAGA
SOUTH HILO (TMK: 2-4-03 :17)
From Raymond H. Suefuji , Planning Director, dated
September 6, 1973 , recommending the change in district
classification from an Agricultural (A-3a) to a Single
Family Residential (RS-10) zoned district at Waiakea
Homesteads , 2nd Series, South Hilo.
460.1: From Raymond H. Suefuji, Planning Director, dated
November 13, 1973, informing that in their letter
of September 26, 1973, (Comm. 509 ) they had requested
that condition "E" be withdrawn from further
consideration. The subject has already been discussed
with the Planning Commission and their concurrence
obtained.
Approve and recommend adoption
of Revised Bill 1019 on second and
final reading.
'No. 552 : JAIL SITE FOR LOW AND MODERATE INCOME HOUSING
From Richard Henderson, President, Big Island Housing
Foundation, dated October 22, 1973, requesting assistance
in having the jail site on Waianuenue Avenue turned over
to them for low and moderate income housing. Informs
that the State stands willing to help them with funds
to fill the need for low and moderate income housing.

informing that because of the limbo status of the jail,

the Police Department has decided to proceed with the
repairs necessary to remove immediate hazards but
they will continue to push for the take-over of the
jail by the DSS.
The Big Island Housing Foundation has been informed
of the County jail situation and that upon abandonment
of the site for jail use, they would be happy to
consider recommending the use of the site for low and
moderate income housing. The jail site is State land
not covered by a Governor's Executive Order.

No. 575: OPIHIS AND SEA CUCUMBERS (Rec. 1/LC-2; JC-PRDC/AVIC)
From Lloyd T. Sadamoto, Acting Director, Department
of Research & Development, dated November 8, 1973,
submitting a report on the research work that
Dr. E. Alison Kay, Chairman, Department of General
Science at the University of Hawaii, Manoa, has been
doing on opihis on the Big Island since January 1 to
August 31, 1973 under the Sea Grant program.
Informs that her research grant runs out at the end
of this year and she is seeking an additional $6,000
grant for another full year's work in 1974. The full
1974 study could provide data which should enable the
researchers to suggest means of managing and conserving
the opihi resource of Hawaii.
Request the Department of Research
and Development to expend depart-
mental funds for the continuation
of Dr. Kay's research work and refer
to the Hawaii State Association of
Counties for possible funding
assistance.
Recommends the deletion of any further
reference to sea cucumbers (Rec. 1/LC-2) .
