The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meetings of
December 11 and 18, 1973 :
COMMUNICATIONS
,4af. 6- No. 439 : APPLICATION FOR A SIGN VARIANCE AT SEVEN SEAS RESTAURANT
APPLICANT: HILO SODA WORKS
From George S . Yuda, Attorney, dated August 31, 1973,
informing that Hilo Soda Works has erected a ground-
illuminated sign (38 square feet) at the Seven Seas
Restaurant located at 865 Piilani Street in Hilo.
The applicable provision of Ordinance No. 48 prescribes
32 square feet. As considerable sums have already been
expended to obtain and erect the sign, requests that a
variance be granted to permit the operation of this sign.
Approve request for a sign
variance.
No. 439.1 : From Edward Harada, Chief Engineer, dated October 5,
1973, recommending that the subject variance be denied
and the applicant be instructed to make the size conform
to the Sign Ordinance requirements .

,,e-No. 582 : BANYAN DRIVE - PARK SITE
From Arda Toguchi commenting on the purchase of property
on Banyan Drive for park use by the County. Asks the
Council to support the rights of property owners to
divide or retain their property as their needs demand.

From Arda Toguchi submitting comments on the strict
requirements of the Planning Commission in subdividing
lands.

No. 598: TEMPORARY COMMISSION ON ENVIRONMENTAL PLANNING'S REPORT
From Councilman Dante K. Carpenter dated December 5 ,
1973, transmitting a copy of the Temporary Commission
on Environmental Planning' s report for review by the
Council. Hopes that the three members of the Commission
could conveniently meet with the Committee or Council
for full discussion of the report and that the Council
should arrive at a decision as to whether or not to
support or reject, with or without amendments, the
recommendations posed to the Governor for presentation
to the legislature for possible enactment in legislative
session 1974.

1973, transmitting copies of the Oahu Development
Conference's summary of the report "A Plan for Hawaii' s
Environment" prepared by the Temporary Commission on
State-wide Environmental Planning.

Legislative Committee for
follow-up.
PETITION
No. 4: PORPOISES
Petition asking for a vote of censure to be brought
against Councilman Kawahara for his proposal that
porpoises be killed and used for pig feed.
