The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meeting of
March 12, 1974 :

"No. 454: REZONING REQUEST - BOARD OF LAND & NATURAL RESOURCES
(Bill 1016) KEALAKEHE, NORTH KONA, (TML:: 7-4-08 :Por. of 17)
From Ed C. Watt, Chairman, Planning Commission, dated
September 5, 1973, submitting for adoption Bill 1016
to change the district classification from an
Agricultural (A-la) to a Single Family Residential
(RS-10) zoned district at Kealakehe, North Kona.
7 C- 454.1: From Arthur W. Martin, Chairman, Planning Commission,
dated February 22, 1974, informing that at its meeting
of February 15, 1974, the Commission voted to recommend
for approval a minimum park area of five acres which shall
be provided in close proximity of the area to serve the
proposed residential development with minimum improvements
to the park area which shall include but not limited to
grading and grassing which is acceptable to appropriate
agencies. Also that the park site shall be developed
concurrently with the second increment and that the
exact location and configuration of the park site shall
be determined at the time of subdivision review of the
second increment.
Accept the recommendation of the
Planning Commission and recommend
adoption of Bill 1016, as ara nded.,
on second and final reading.
No. 541. 3 : PROPOSED ORDINANCE RELATING TO DEDICATION OF LAND FOR
PARES AND PLAYGROUNDS
From Raymond H. Suefuji , Planning Director, dated March 1,
1974, inviting the Council to participate at their public
hearing on the proposed park dedication ordinance
scheduled for March 14, 1974, at 7:00 p.m. in the
Councilroom.

No. 646 : OFFER OF LAND - KULAIMANO SUBDIVISION
From Council Chairman Robert M. Yamada dated January 14,
1974, transmitting for information a copy of letter from
C. Brewer & Co. , Ltd. , to Mayor Shunichi Kimura offering
22 acres of land located in the Kulaimano Subdivision
to the County for use as a park and open space.
4.0a- 646.1 : From Robert T. Fukuda, Parks & Recreation Director,
dated February 27, 1974, informing that they have
discussed the subject offer with the Planning Department
and both departments are in general agreement with the
proposal. Informs also that they are presently awaiting
location plans and some topographic information on the
site and will keep the Council informed of the status
of the offer.
Accept in principal the offer
of land in the Kulaimano Subdivision
to the County of Hawaii.

From Mayor Shunichi Kimura dated January 16, 1974,
transmitting the Consumer Protection Committee Report
in compliance with Resolution 368.
Recommend that the County Consumer
Protection Committee be commended
for the work they have done and
refer report to Ronald Amemiya,
Director of the Office of Consumer
Protection, for his study and advice.
No. 699 : QUORUM ON COMMISSION MEETINGS
Copy of letter to Mr. Clifford Lum, Corporation Counsel,
from George Abe dated February 21, 1974, requesting a
clarification on quorums of commission meetings and
specifically referring to the meeting held in Kona by
the Planning Commission on February 20.

Copy of letter to Mr. Andrew Levin, Legal Aid Society
of Hawaii, from Arthur W. Martin, dated February 24,
1974 responding to Mr. Levin' s letter of February 11
to the Mayor concerning the Planning Commission.

C- No. 709 : ORDINANCE 341 ADOPTED OCTOBER 1, 1970
From Arthur W. Martin, Chair man, Planning Commission,
dated February21,
1974, informing that they voted
unanimously to recommend approval of the amendment
to the Zoning Ordinance already enacted by the County
Council which had not been heard by the Commission.
This action fulfills the Charter requirement that
subdivision and zoning amendments be reviewed by the
Planning Commission and submitted through the Mayor
to the Council for consideration and action.

No. 717: HOUSE RESOLUTION 43 REQUESTING A REVIEW OF COUNTY
BUILDING CODES AND COMPREHENSIVE ZONING CODES

dated February 28, 1974, transmitting a copy of House
Resolution No. 43 which was adopted by the House of
Representatives, Regular Session of 1974.

�No. 725 : PROPOSED HILO DOWNTOWN DEVELOPMENT PLAN
From Raymond H. Suefuji, Planning Director, dated
March 4, 1974, informing that the Planning Commission
has scheduled a public hearing on the proposed Hilo
Downtown Development Plan beginning at 7 :00 p.m. on
Thursday, March 14, 1974, in the Councilroom.

No. 727 : ZONING APPLICATION
From Steven L. Birge, dated March 7, 1974, requesting
consideration of a zoning application in accordance
with Ordinance 63, Section 38E.
Request the Planning Department
to advise the applicant that
they are complying with the
requirements of the Zoning
Ordinance.
RECOMMENDATION
No. 1: LEGAL QUORUM - PLANNING COMMISSION
Recommend to the administration that henceforth there
shall be five members to constitute a legal quorum for
any action by the Planning Commission.

Recommendation
AieL, No. 1: LEGAL QUORUM - PLANNING COMMISSION
To carry out the intent of the Charter, it is
recommended that the Planning Commission amend
their Rules and Regulations to require that
there shall be five members to constitute a
legal quorum for any action by the Planning
Commission.
