The following are the recommendations of the Planning, Research
and Development Committee which were considered at its meeting of
March 29, 1974:
COMMUNICATIONS
�No. 700: DIRECTIONAL SIGN VARIANCE REQUEST
From Cecilia Polikapu dated February 25 , 1974, requesting
permission to install a directional sign for the Parish
of Malia Puka 0 Kalani Catholic Church in Keaukaha®
4 - 700.l : From Edward Harada, Chief Engineer, dated March 15 , 1974,
informing that they concur with the Planning Department
that a variance may be granted subject to three conditions ,
as listed.
Approve variance request subject
to conditions as contained in the
Chief Engineer's letter except
that the size of the sign shall
be limited to 6 square feet.

From Dorothea Carvalho dated March 14, 1974, submitting
a copy of her testimony presented at the Planning
Commission meeting regarding the possible future use
of the Federal Building as a permanent art gallery and
museum.

Acz- (2- No. 757: AMENDMENTS TO VARIANCE PROCEDURE
(Bill 38) From Arthur W. Martin, Chairman, Planning Commission,
dated March 18, 1974, submitting for adoption Bill 38
to amend the variance procedure of the zoning code based
on the following considerations :
1. That the proposed amendments would be basically
consistent with the provisions of the Planning
Commission' s rules and regulations which were
adopted pursuant to the County Charter.
2. (a) The review/action period of 45 days is much
too short to hold a prehearing, public hearing
and render a decision. Therefore, it is
proposed that that period be expanded to
60 days.

(b) The amendment also proposes to increase the
appellate period from 15 days to 30 days as
it has been found that two weeks are not
necessarily sufficient to allow an applicant
to prepare and submit his appeal.

of Bill 38 on first reading.
