COMMUNICATIONS No. 116.2: KAILUA VILLAGE SPECIAL DISTRICT ORDINANCE Copy of letter from Planning 'Director Raymond Suefuji dated August 2, 1974, to Frank Zuzak regarding the proposed district boundaries. Receive and file. / -a- 116.3 : From Planning Director Suefuji dated August 6, 1974, (Bill 966) transmitting draft of a bill amending Bill No. 966 Amended together with a map delineating a wider boundary of the proposed Special District. Approve and recommend adoption of Bill 966, as amended, on second and final reading. No. 132.90: COST OF WATER FLUORIDATION From Audrey W. Mertz, M.D. , District Health Officer, dated July 26, J974, submitting a report of findings and recommendations for implementation of fluoridation in the County of Hawaii. 132.91 : From Councilman Dante K. Receive and file. c_ C-No. 379.7: PASSENGER SHIP VISITATION From Legislative Auditor R. B. Legaspi submitting a report on the economic impact of passenger ship visitations to Hilo. Receive and file and transmit copies to the Planning Depart- ment and Department of Research and Development for their files. 4 1- No. 814.8: KRIEGER/McCOY SUBDIVISION PROPOSAL From Lois Tyler dated July 30, 1974,. requesting con- sideration be given to (1) possibility of polluting Kealakekua Bay, (2) danger from earthquakes and land- slides, (3 ) liability in case of damage from landslides, (4) concerns and recommendations , (5 ) financial impact of this development on the taxpayer, (6) long-range planning for the area. Lists recommendations for consideration. Receive and file. Gi No. 875.1: PAYMENTS-IN-LIEU OF TAXES LEGISLATION From U. S. Representative Morris K. Udall dated July 30, 1974, informing that H.R. 12225 would apply only to "natural resources lands" and not all public lands. Refer to Finance Committee. No. 879. 7: PANAEWA RACE TRACK From Earl Pacheco dated July 26, 1974, objecting to the criticism the sportsman or horseman is receiving PRDLC.4 - 3 - August 13, 1974 regarding pari-mutuel gambling as they have never advocated it and it is the least of their concerns. ,der e- 879.8: From Mary W. Earl dated July 29, 1974, submitting comments on the proposed study of pari-mutuel betting in Hawaii County. Refer to the pari-mutuel study committee. No. 933: OCEAN LAW PROGRAM From Dennis M. O'Connor, Director of the Ocean Law Program, transmitting a questionnaire on the evaluation of the coastal zone management problems to Hawaii County. Refer to the administration for follow up. o. 934: KEALAKEKUA BAY - PERCOLATION TESTING (Rec. 1/PRDC-32) From Walter B. . Quisenberry, M.D. , Director of Health dated August 2.,. 1974, regretfully denying request to conduct percolation tests in the Kealakekua Bay area. Health Department does not have the manpower or funds to conduct the tests. According to our Public Health Regulations, Chapter 38, Sewage Treatment and Disposal Systems, the Krieger/ McCoy proposed development meets the requirements for the usage of a..private sewage disposal system which includes cesspools, septic tanks and individual house- hold, aerobic treatment units. Receive and file, and approve and recommend adoption of Bill 56 on second and final reading. Aiete- No. 935 : HUD 701 PROJECTS (Resolutions From Planning Director Raymond Suefuji dated August 6, 261 & 262 ) 1974, transmitting for review and execution resolutions required by the State Department of Planning and Economic Development and the U. S. Department of Housing and Urban Development before funds for Kailua- Kona Urban Design Study and South Kohala Community Development Plan can be released. Approve and recommend adoption of Resolutions 261 and 262. . I 410 PRDLC®34 - 4 - August 13 , 1974 ,5-eL6- No. 943: INTENSIVE AGRICULTURAL DISTRICTS (Resolution From Deputy Corporation Counsel Earl T. Nakasato dated 265 and Bill August 7, 1974, transmitting a resolution requesting 70 ) the Planning Director to review the attached bill regulating intensive agricultural districts by zoning agricultural lands into 10, 000 acres or less. Approve and recommend adoption of Resolution 265 and approve and recommend passage of Bill 70 on first reading. j d_ No. 953 : REZONING REQUEST - STATE DEPT. OF HAWAIIAN HOME LANDS (Bill 71) (TMK: 2-1-12:52. 2-1-22 & 24, & 2-1-Pons. of 20 & 23 ) From Arthur W. Martin, Chairman, Planning Commission, dated August 10, 1974, submitting for adoption Bill 71 to change the district classification from a General Industrial (MR-la) and a Limited Industrial (ML-20) to a Single Family Residential (RS-10) zoned district at Waiakea, South Hilo, Hawaii.
