1974.

"No. 783.6: AIR CARGO CHARGES
Copy of letter to Edward E. Carlson, President, United
Air Lines , from U. S. Representative Spark Matsunaga,
dated August 2, 1974, urging that United Air Lines
continue to support a rate structure for Hawaiian cut
flowers and nursery stock which will assure continued
life to the industry.
783. 7: From U. S. Representative Spark Matsunaga dated
August 12, 1974, transmitting a copy of Mr. Carlson's
reply informing that effective January 1, 1975 , United
Air Lines plans to institute a specific commodity
rate for Hawaiian cut flowers that will be lower than
the proposed dimensional weight rule of 8.9 pounds per
cubic foot rule.

'No. 814.9 : KRIEGER/McCOY REZONING
From Lois Tyler dated August 14, 1974, apologizing
for taking up a lot of time at the meetings of July 9'
and 30 by discussing aspects of the issue not
relevant to Bill 56.
'814.10: From John E. Bardach, Director, Hawaii Institute of
Marine Biology, University of Hawaii at Manoa, dated
August 24, 1974, informing that he believes the
Council did not make too wise a decision in the
approval of the Krieger/McCoy rezoning request as
cesspools close to the ocean in lava soil mean almost
inevitably that seepage will occur resulting in
substantial changes in animal and plant life in the
Bay.

�No. 949: HAWAII FARE INVESTIGATION - CAB DOCKET 25474
From Council Chairman Robert M. Yamada dated August 6,
1974, informing that he requested Councilman Carpenter
to testify at the CAB hearing on behalf of the County
Council and submits for information a letter from
Deputy Attorney General R. Dennis Chong announcing
the hearing date and copies of testimonies that were
give by Councilman Carpenter, former Mayor Shunichi
Kimura and Mayor Bruce McCall, and a letter of thanks
from Mr. Chong.

No. 956 : REZONING REQUEST - MASATARO NAGATA
(Bill 72 ) SOUTH HILO (TMK: 2-4-31:Portion of 1)
From Leon K. Sterling, Jr. , Vice Chairman, Planning
Commission, dated August 5 , 1974, submitting for
adoption a bill to change the district classification
from an Agricultural (A-3a) to an Agricultural (A-la)
zoned district at Waiakea Homesteads , 2nd Series ,
Waiakea, South Hilo.
Approve and recommend passage
of Bill 72 on first reading.
�- No. 960: NORTH HILO PLANNING FUNDS
From Raymond H. Suefuji, Planning Director, dated
August 9, 1974, informing that since the $10,000
provided under Act 187, SLH 1970, for the "preparation
of a Master Plan for Laupahoehoe Area, Hawaii, including
Ninole, Hakalau, Ookala, Hawaii. . . " is insufficient to
prepare such a plan, they have deferred expending the
$10,000 until additional funds can be secured. To
spend any portion or all of the funds now would result
in incremental planning and a plan which does not reflect
the area/district's comprehensive concerns.

zoic_ 6_ No. 961: QUEEN LILIUOKALANI VILLAGE BUILDING IMPROVEMENTS
From Megumi Kon, Act 108 Administrator, dated August 13,
1974, informing that the homes built in the Queen
Liliuokalani Village were constructed in accordance
with plans approved by the Act 108 Administrator and
the Council. Advises that several of the residents
in the Village desire to upgrade the liveability of
their homes by making certain building improvements.
As a means for handling the situation, recommends that
the Council consider two alternative proposals , as
described in the communication. Feels that Alternate 1
allows for more expeditious processing of a request and
may be advantageous, especially where the improvements
are of minor nature.

'No. 966 : KOHALA CIVIC CENTER MASTER PLAN
From Councilman Ikuo Hisaoka dated August 22, 1974,
transmitting for information and action a copy of
letter from Philip Yoshimura to Mayor Bruce McCall
dated July 25 , 1974, regarding the Kohala Civic Center
Master Plan.
Aft_ e- 966. 1: From Councilman Hisaoka dated August 29, 1974, trans-
mitting for information a letter from Mr. Kenam Kim,
State Comptroller of the Department of Accounting and
General Services , dated August 28 , 1974, informing
of the modifications of the North Kohala Civic Center
Master Plan. Informs that the modifications are
acceptable and believes the North Kohala Community "
Development Association will submit a letter of
concurrence to the Council very shortly.
Approve modifications to the
North Kohala Civic Center
Master Plan and refer to
Finance Committee for funding.
No. 972 : AMENDMENT TO CHAPTER 4 (BUSINESS REGULATIONS ) , ARTICLE I ,
(Bill 73) SECTION 4 (CEMETERIES )
From Arthur W. Martin, Chairman, Planning Commission,
dated August 26, 1974, submitting for adoption a bill
to enable the County of Hawaii to establish cemeteries
on lands which are transferred to the County under the
authority of an Executive Order by the State of Hawaii.
Approve and recommend passage
of Bill 73 on first reading.

(Bill 74) From Arthur W. Martin, Chairman, Planning Commission,
dated August 26, 1974, submitting for adoption a bill

lNo. 983 : BICENTENNIAL PLANNING COORDINATOR FOR BIG ISLAND
From Lloyd T. Sadamoto, Director, Department of
Research & Development, dated September 9, 1974,
informing that their department recently hired
Mr. Edward T. Cheplic on a one-year, part-time
contractual basis as Bicentennial Planning
coordinator for the Big Island to; plan and
coordinate commemorative events culminating
with the celebration of the 200th Anniversary of
the Nation in 1976 and to begin preliminary plans
for a 1978 celebration which represents the 200th
year since Captain James Cook "discovered" the
Island of Hawaii .
Submits for information a summary report of the
financial sources supporting the Coordinator, and
the contractual agreement between him and the
County.

RESOLUTION
No. 279 : RECLASSIFICATION OF LAND IN WAIKOLOA, SOUTH KOHALA -
STATE LAND USE COMMISSION
Recommends to the State Land Use Commission that it
withdraw its initiation to reclassify the land in
Waikoloa, South Kohala, from Urban to Agriculture:
