The following are the recommendations of the Planning , Research,
Development & Legislative Committee which were considered at its
meeting of November 26, 1974
COMMUNICATIONS
c!_ No. 879. 13 : REQUEST FOR FUNDS - AD HOC COMMITTEE ON PARI-MUTUEL
BETTING
From John Goemans , Chairman, Ad Hoc Committee on
Pari-Mutuel Betting, dated November 8, 1974, requesting
that the maximum of $25 per regularly scheduled meeting
of the entire Committee be allotted for the purpose of
covering expenses of guest speakers and members of the
news media. Estimates that there will be six meetings
between now and the conclusion of their Committee
meetings.
Support request to cover
expenses of guest speakers
only and refer to the Finance
Committee for funding.
&o. 954. 3 : TEMPORARY LABOR FORCE
From R. B. Legaspi , Legislative Auditor, dated
November 11, 1974, informing as per request that
communications have been sent to various government
agencies on the mainland inquiring whether or not
similar programs have been initiated in their states.
To date, replies have been received from the Colorado
Department of Social Services (proposal for a Community
Work and Training Program - CWTP) and State of
California (Community Work Experience Program - CWEP)
and transmits copies of the two programs .

November 14, 1974, transmitting copy of a letter
received from David T. Mason, Secretary to the Depart-
ment of Employment and Social Services. in Maryland.

dated November 8, 1974, submitting for adoption a bill
to change the district classification from an Agricultural
(A-la) to a Multiple Family Residential (RM-5 ) and from
a Multiple Family Residential (RM-5 ) to a Single Family
districts at Kealakehe,(RS-10 ) zoned North
Kona.
Approve and recommend passage
of Bill 92 on first reading.
'No. 1064: HAWAII STATE LAW ENFORCEMENT OFFICIALS ASSOCIATION -
RESOLUTIONS
From Council Chairman Robert M. Yamada dated November 14,
1974, transmitting for attention the following resolutions
adopted by the Hawaii State Law Enforcement Officials
Association:
1) Resolution Prohibiting Political Activities
2) Resolution Against Pari-Mutuel Betting

No. 1067: ESTABLISHMENT OF BUS STOPS IN NEW SUBDIVISIONS
(Rec. 1/RTC-32)
From Raymond H. Suefuji , Planning Director, dated
November 12, 1974, informing that such a concept could
possibly be incorporated into the subdivision approval
procedure but further information relative to the,
existing bus stop system would be needed before this
can be done. They will be working with the Department
of Education, as well as the Chief Engineer, on this
matter and upon receipt of the necessary data a specific
recommendation embodying the concerns of all affected
State and County agencies could then be submitted to
the Council.

November 13 , 1974, submitting opinion that a person
elected to Mayorship to fill two-year vacancy is
still eligible to serve another two consecutive full
terms.

'No. 1071 : DEPARTMENT HEADS - APPOINTMENTS AND REMOVAL
From Clifford H. F. Lum, Corporation Counsel, dated
November 15, 1974, submitting opinion that department
heads appointed by a member who resigns his position
prior to the end of his term are not automatically
terminated upon seating of newly-elected Mayor for
remainder of unexpired term.
