Club, dated June 2, 1973 , informing that the manner
of address should not be the criterion for consideration

Suggests that a resolution for Guidelines for Public
Statements be submitted to the Legislative Committee.

a letter suggesting Guidelines for Public Statements
and requesting the Committee withdraw the Rules for
Public Statements.

Igo. 492: POLICIES AND PROCEDURES IN COUNTY GOVERNMENT
From Helene Hale, President, Hawaii Island Board of
Realtors , expressing their concern with some of the
policies and procedures being pursued in the County
Government. Poses five questions regarding these
policies and procedures and requests the Council to
answer them.

From Mark B. Perlmutter, Chairman, Organizations Kona,
dated October 12, 1973, informing that at their meeting
of September 26, 1973, they voted unanimously to support
the construction of a swimming pool at Konawaena School;
urges the Council to borrow any available funds from CIP
projects to build it.

March 6, 1974', submitting for adoption a bill for
an ordinance relating to issuance of subpoenas by
prosecutors .
ALC- 723.1: From Marcia Reynolds, President, Big Island Press Club,
dated April 3, 1974, requesting the Council to have
Bill 30 relating to issuance of subpoenas by prosecutors
returned to the Legislative Committee for further study
so they may have an opportunity to present their case
for either filing the bill or amending it to provide
necessary safeguards.

From Phillip Harvey dated March 28, 1974, offering
suggestions on the formation of an ad hoc committee to
formulate guidelines for the establishment of an open
market place in Hilo.
0. 735. 2: From Josephine R. Yadao; for Ad Hoc Citizens Advisory
Committee on the "People's Open Market" dated May 28,
1974, proposing the establishment of a market place in
Hilo and submits recommendations and assessment of the
requirements needed to undertake the program.

No. 761. 1: HR 357 PROPOSES TO OFFER A 4-YEAR BACCALAUREATE DEGREE
IN AGRICULTURE AT THE UNIVERSITY OF HAWAII, HILO
Copy of letter to Dr. Harlan Cleveland, President,
University of Hawaii, from Mayor Bruce McCall dated
July 3 , 1974, urging the earliest start of a Bachelor
of Science Program at the University of Hawaii in Hilo
and offering support and cooperation.
761. 2: From AVIC Chairman Tomio Fujii dated July 18, 1974,
transmitting for consideration a "Proposal for a
Bachelor of Science Program in Agriculture, University
of Hawaii at Hilo. "

No. 803 : ACTIONS BY 1974 LEGISLATURE
From Dante K. Carpenter dated April 23 , 1974, submitting
for review the summary and detail of actions taken by
the 1974 Legislature affecting Hawaii County with regard
to the following: (1) 1974-75 fiscal year CIP; (2)
Operating requirements in the supplemental budget; ( 3)
Selected specific appropriation bills and resolutions ;
and (4) General - Statewide projects not specifically
designated to Hawaii County.

4-, 0„- No. 836.1: ANIMAL QUARANTINE STATION ON HAWAII ISLAND
From Mary C. H. Smith, President, Hawaii Island Humane
Society, dated June 1, 1974, responding to a letter
from Mrs. Linda Van Hoosear regarding an animal quarantine
station on this island. Feels that quarantine is a state
responsibility and informs that present cost figures are
not available for building and operation but presumably
very high.

iTo. 883 : GUIDELINES USED BY AGRICULTURE ADVISORY COMMITTEE
From Agriculture Program Coordinator dated June 24, 1974,
submitting the guidelines used by the Agriculture Advisory
Committee during the 1973-74 fiscal year, and a list of
the Committee membership and respective firm or group
represented.

No. 960: PLANNING FUNDS FOR NORTH HILO
From Raymond H. Suefuji, Planning Director, dated August 9,
1974, informing that since the $10,000 provided under
Act 187, SLH 1970, for the "preparation of a Master Plan
for Laupahoehoe Area, Hawaii, including Ninole, Hakalau,
Ookala, Hawaii. . . " is insufficient to prepare such a
plan, they have deferred expending the $10,000 until
additional funds can be secured. To spend any portion
or all of the funds now would result in incremental
planning and a plan which does not reflect the area/
district' s comprehensive concerns.

AxC_ No. 1193.1 : COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION
From Mayor Herbert T. Matayoshi dated March 7, 1975 ,
requesting authorization to file an application for a
Block Grant FY-75 under the Housing and Community
Development Act of 1974. The projects (ten projects
listed on attached sheet) proposed for funding under the
Grant emphasize the upgrading of the physical conditions ,
environment and/or the viability of existing residential
and commercial area.

authorizing the Mayor to file an.
application for a Block Grant FY-75
under the Housing and Community
Development Act of 1974.

Hawaii Hotel Association, dated February 27, 1975,
attaching a report of occupancy projections throughout
the State.
